The Federal Emergency Management Agency, National Emergency Training Center has a requirement to provide streaming video of "live" Emergency Education NETwork (EENET) broadcasts and videotapes directly from their site to the general public users via the internet. The contractor shall be required to: provide video streaming of "live" analog satellite videoconferences and of "taped" videoconferences from Beta-SP masters (or required format), with a 30-day "on-demand" service after each program; provide video streaming of 20 videotapes (15-60 minutes in length) with a 30-day "on-demand" service and a minimum of 12 "live" programs of various lengths and time requirements, with an unlimited maximum number of programs under this pilot test; provide all programs at both 288 KBPS and 56 KBPS in Net Show and Real Player 5.0 formats for an unlimited number of users; provide written reports to the EENET Executive Producer/Project Officer; Monitor and control the complete process from contractor's designated site of operation; provide a written evaluation of the entire project, work with FEMA's designated Information Technology Directorate representative under the project officer's guidance to accomplish all tasks and follow Standard Operating Procedures for FEMA's web site. The period of performance of the resulting purchase order shall be from date of award through December 31, 1998. A fixed-price per unit type purchase order is anticipated.
