effort will include but not be limited to developing and validating
"first principle" computer codes such as finite element and finite
difference codes to response of and damage to high value fixed targets
attacked by conventional weapons such as precision guided munitions.
The damage being investigated also includes the response of equipment
contained within the structure. The objective of this modification is
to focus on using the experience and models developed under the
original contract to calculate pre-test predictions for field tests
conducted under the ACTD and to use these calculations to enhance the
data provided from the demonstrations and explain unexpected observed
phenomena after the tests. These calculations will also be used as
"virtual" test data to develop multi-dimensional response surfaces to
be incorporated into fast running computer codes such as the Defense
Special Weapons Agency (DSWA) developed IMEA which is being created
under the ACTD. Contractor personnel will need a DoD security level of
SECRET. Contemplated period of performance is 12 months. DSWA plans to
award a sole source contract, DNA001-95-C-0210-P00010 to Weidlinger
Associates, Inc., 333 Seventh Avenue, New York, NY 10001. DSWA believes
that Weidlinger is the only source able to fill this requirement
because Weidlinger is the awardee under the existing contract. For the
past three years, their development has produced clearly the
state-of-the-art in the material modeling of reinforced concrete
subjected to conventional weapons environments (air-blast, fragment
loading and damage, groundshock, etc.) which is by and far superior to
all other parties involved in these types of efforts. The time
required to bring another contractor to the same level of understanding
to use the model, if at all possible, would be too long to provide the
necessary predictions. Any other firm desiring consideration must
fully identify its capability to perform the requirement. See Note 22.
