PUBLIC ANNOUNCEMENT MASSACHUSETTS BAY TRANSPORTATION AUTHORITY REQUEST
FOR QUALIFICATIONS COMMUTER RAIL MECHANICAL SERVICES The MBTA is
requesting qualifications from firms interested in providing Mechanical
Services for MBTA Commuter Rail for a period beginning in the third
quarter of 1999. The firm selected to perform these services will
inspect, service, and maintain MBTA commuter rail vehicles and operate
the MBTA commuter rail Mechanical shop, the Boston Engine Terminal.
This RFQ represents the first phase in the MBTA's restructuring of its
commuter rail operations. In later phases, the MBTA may re-bid
Transportation and Engineering (maintenance of way) services. The
purpose of the restructuring is to provide safe, reliable, high quality
service in a cost effective manner. The MBTA must also comply with
State and Federal contracting requirements. Interested firms are
invited to submit a letter of interest to Anna Barry, Director of
Railroad Operations, Massachusetts Bay Transportation Authority, 45
High Street, 9th Floor, Boston, MA 02110. Firms responding to this
Invitation, no later than 4:00 p.m. on May 28, 1998, will receive a
Request for Qualifications (RFQ). Letters of Interest submitted via FAX
will not be accepted. Any requests for further information must be made
in writing addressed to Ms. Barry. All firms submitting a letter of
interest will be invited to submit a formal response to the RFQ. An
informational meeting and tour of MBTA commuter rail Mechanical
facilities will be held at a time and location to be specified in the
RFQ. Qualified firms will be invited to submit a Request for Proposals,
including Technical and Cost Proposals, to provide commuter rail
mechanical services for the MBTA. Consideration for selection shall be
based upon organizational capacity, proposed managerial staffing, and
demonstrated ability to provide cost effective services to clients.
Also, to be considered for selection, all proposed firms must submit an
Affirmative Action Plan and Employee Profile. This is not a request for
