SERVICES FOR THE AIR COMBAT ENGAGEMENT SIMULATOR (ACES) SOL

Effectiveness Directorate, Warfighter Training Research Division, Mesa,
Arizona (AZ) and Luke AFB, AZ. Qualified sources are being sought for
the subject program. The Air Combat Engagement Simulator (ACES) is a
unique, one-of-a-kind simulator based on a 1972 design that is a mix of
analog and digital computational devices used to train operational
pilots in the techniques and tactics of air combat maneuvering. Also,
it is used as a research device to improve performance measurement
techniques, further enhancing the aircrew combat potential, and as a
test bed for psychophysiological research that cannot be performed in
the actual aircraft. The required effort is for research, engineering
development, and research support for the ACES, including the design,
development, and fabrication of hardware/software systems and updating
of the simulation for the conduct of aircrew training. Also included
is all integrated logistics support, system safety, configuration
control, resource protection, security protection, quality assurance,
system integration, and maintenance of internal data and program
documentation. The capability will also be required to provide
Contractor Support, as well as Operations & Maintenance (O&M) functions
for other training devices, such as the Weapons Systems Trainers (WST)
and the Unit Training Devices (UTD) at Luke AFB, AZ and Tucson IAP, AZ
when these systems are no longer supported by master CLS/O&M contracts.
Support will also be required for the Distributed Mission Training
(DMT) research test bed at ACES. Performance will be primarily at Luke
AFB, AZ; however, performance may also be required at other AETC
locations, such as Tucson IAP in support of other training devices. The
anticipated contract will cover a period of performance of sixty (60)
months. An Indefinite-Delivery/Indefinite Quantity contract with Time
and Materials Task Orders for the O&M effort and Cost Plus Fixed Fee
(completion) Task Orders for the Research efforts is anticipated. The
applicable SIC Code is 8731. A SECRET Clearance will be required in
performance of this work. It has been determined that this will be a
"No-Foreign" acquisition. Any foreign or foreign-owned firm that
currently has a Special Security Agreement must submit a copy of the
agreement with their response. This announcement is NOT a Request for
Proposal or announcement of solicitation. Only responses that provide
the requested information applicable to your firm will be considered.
Firms should indicate whether they are a woman-owned business.
Additionally, information is required as to whether your firm is
considered a small business or small disadvantaged business. The
general definition to be used to determine whether your firm is small
is as follows: "A small business concern is a concern that is
independently owned and operated, is not dominant in the field of
operation in which it is bidding on Government contract, and with its
affiliates the number of employees does not exceed 500 persons.
'Concerns' means any business entity organized for profit with a place
of business located in the United States, including but not limited to
an individual, partnership, corporation, joint ventures, association,
or cooperation." The Air Force reserves the right to consider a small
business set-aside based on responses hereto. All respondees to this
synopsis shall include their assigned Commercial and Government Entity
(CAGE) Code (i.e., Federal Supply Code for Mfrs., a five digit code
assigned by Comdr., Defense Logistics Service Center, Attn: DECS-CGD,
Federal Center, Battle Creek, MI., Ref DOD 5000.12(M). Small businesses
interested in this effort must respond with a complete
capability/qualification package describing the company's technical
expertise and experience, personnel and facilities and motivation for

A Draft RFP will be issued approximately September, 1998 and a site
visit/Pre-Solicitation Conference will be held approximately 4 weeks
later. A Technical Library, located at Luke AFB, AZ, will be available
the subsequent two (2) weeks following the site visit and
pre-solicitation conference to facilitate proposal development. All
future announcements, Draf0t RFP and Final RFP for this effort will be
placed on the www, brooks home page, SARAH,

will be provided; therefore interested Offerors should watch that web
site for future releases and updates. ALL offerors are reminded the
new DoD final rule implementing the Central Contracting Registration
(CCR) was published in the Federal Register, Volume 63, No. 61 on 31
Mar 98. This rule requires contractors to be registered in the CCR as
of 1 Jun 98 to be eligible to receive a contract award based on
solicitations issued after 31 May 98 from any DoD activity. Firms must
register on a one-time basis and annually confirm accuracy and
completeness of registration information. Instructions for CCR can be

Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contraction officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
