negotiate on a SOLE SOURCE basis, under the authority of FAR 6.301,
with The University of Cincinnati Chemical Engineering Department
Membrane Technology Center of Excellence in the Development of
Engineering Theory and Mathematical Expressions to describe the Physics
and Performance of Pervaporation Technology for Inclusion in Computer
Software being developed by the EPA. The Contractor shall provide
advisory and assistance services; development of pervaporation
technology simulation engineering equations. EPA desires to expand
current understanding of pervaporation and vapor permeation technology
and the potential impact in reducing emissions of VOCs through
implementation of these membrane separations processes to recover and
reuse of these volatile organic compounds through the development of
computer applications for pervaporation technology. The overall
objectives of the proposed research is to develop a pervaporation
performance prediction software package that will simulate and predict
pervaporation performance at the bench-scale for a select group of
VOC/water combinations and membranes. This CBD Notice is also acting as
