providing all labor, materials, equipment and supervision required for
repair of the existing curtain wall metal system, removal and
replacement of the existing curtain wall vertical and sloped glazing at
various locations, and replacement of the existing fixed window units
with operable windows in the atrium from the first to the fourth floors
at the Glenn M. Anderson Federal Building, 501 W. Ocean Blvd., Long
Beach, CA. The prime contractor shall perform 60% under its own work
force. The offer will consist of a technical and price proposal. The
technical evaluation process will be based upon the following
Evaluation Criteria which are in descending order of importance: Past
Performance on Similar Projects and Key Personnel Qualifications. Final
selection will be to the responsible offeror whose proposal is most
advantageous to the Government considering both technical factors and
price. Price is less important than the combined weight of technical
factors.The completion time for this project is one hundred twenty
(120) calendar days from receipt of notice to proceed. The total
estimated cost range for the work covered by this solicitation is
between $250,000 and $500,000. Liquidated damages apply as stated in
the specifications. Specifications will be available on or about May
15, 1998. A pre-proposal conference and walk-through are scheduled for
Tuesday, June 9, 1998 at 10:00 a.m. at the Glenn M. Anderson Federal
Building, 501 W. Ocean Blvd., Room 3470, Long Beach, CA. Offers are due
on June 24, 1998, at 2:00 p.m., and will be opened privately. The
number of proposals received, the identity of offers, the amount of any
offer or relative standing of any offer will not be disclosed. Standard
Industrial Classification Code is 1793 with an average gross revenue of
$7 million for the last three (3) years. This project is open to all
business concerns in accordance with the Small Business Competitiveness
Demonstration Program. Therefore, responses from both small and large
business concerns will be considered and evaluated for selection. To
