Taylor, Contracting Officer U -- Education Services -- The Federal
Bureau of Investigation's Laboratory Division (LD) is an approximately
700 person entity and is the leading forensic laboratory in the United
States. The LD's examiner, technician, and research scientist
population has a continuing and multi-varied need for education and
training. The LD has identified a number of these needs for which it
seeks to solicit proposals from the university/college community. These
needs cover the range of educational and training support for the
Laboratory staff from assisting with the R&D needs of the Laboratory to
the provision of certain specialized facilities, i.e., biological
containment facilities, which might contribute to the operational needs
of the Laboratory as well as to its day-to-day research activities.
Because of the need for close contact (direct mentor-ship) of
professors monitoring the progress of students in technical programs,
the need for hands-on laboratory courses associated with technical
degrees, the need for close proximity to Laboratory facilities and
personnel to meet operational needs, and the necessity of meeting the
needs of Laboratory employees who live and work in the Washington, D.C.
area, it is imperative that universities responding to this
solicitation and ultimately being awarded contracts, have teaching and
laboratory facilities in the Washington, D.C. area. It will be deemed
necessary that any university submitting a proposal have permanent
teaching and research facilities located within fifty miles of
Washington, D.C. The Laboratory Division anticipates that this
formalized relationship with one or more universities would commence at
the beginning of the Fall semester 1998. The following is a list of
requirements that a successful university or consortium of universities
will meet. Because few if any universities will meet all of these
requirements, partnerships or consortium arrangements among
universities are strongly encouraged. Accredited, competent, fully
equipped university graduate (M.S. or equivalent mandatory in all
programs of interest, Ph.D. desirable) and undergraduate programs in
biology, biomedical sciences, chemistry, physics, physical sciences,
mathematics, engineering, environmental science, computer and
information sciences, interdisciplinary studies and other academic
disciplines which provide and support an array of relevant course
offerings which relate or complement the missions, responsibilities,
requirements and needs of the FBI Laboratory and its personnel. Because
of the likely science and the law component of desired education and
research needs, it is required that a responding university have its
own accredited law school or be formally associated with same. Academic
programs which are flexible enough to provide strong formal scientific
or other relevant education but can accommodate an orientation towards
forensic science (such as with complementary course work in law and
criminal justice), but with a primary focus on the scientific or
relevant discipline area. Course offerings and consultive services
within or between university departments that can lead to an advanced
degree, should the participant so desire, provided that they are able
to meet the graduate program entrance requirements and any additional
financial obligations which attach. A measurable percentage of relevant
course work which is taught either at the beginning or end (evenings)
of the work day. Additionally, it would be desirable for respondents to
offer a maximum degree of flexibility in course scheduling. Use of
distance learning tools are not the primary method for executing
graduate courses, but can be used to supplement instruction within a
course. Adjunct faculty appointments for appropriately credentialed FBI
Laboratory personnel, for purpose of involving FBI personnel in course
planning and execution, research and development or participation in
other university programs; where appropriate, courses developed and
conducted jointly to take advantage of both university and FBI
Laboratory expertises and facilities. Collaboration by university and
the FBI Laboratory to develop and conduct short courses, specialized
training and conferences which address emerging or as yet unaddressed
requirements and needs of the national and international forensic
science community. Active participation by university faculty and
students(both undergraduate and graduate)in collaborative basic and
applied research with the FBI Laboratory on problems identified and
research supported, at least in part, by the latter; when research is
assigned or agreed to by a faculty member and/or graduate student, FBI
Laboratory staff participates interactively in that program for its
duration, to include membership on the student's advisory committee, as
appropriate; potentially includes regular, collaborative on-site (both
university and FBI Laboratory) visits to or work within each others'
facilities; intention of both parties to encourage joint
presentation/publication of research or other work in relevant, peer
reviewed journals or forums. Concurrence of and active support of the
university to advertise FBI Laboratory career programs and provide
access for the FBI Laboratory to seek qualified personnel for
employment within their undergraduate and graduate student populations.
The availability and willingness to make available specialized
facilities and instrumentation, e.g., BSL-3 containment facilities, a
high field NMR spectrometer, etc. Willingness of universities that meet
all or most of the above to engineer and maintain strategic
partnerships to achieve multilayered program of greatest depth, breadth
and potential for the benefit of the FBI Lab and the universities
