Lowery (301) 619-7150 (Site Code DAMD17) The U.S. Army Medical Research and Materiel Command has as one of its major responsibilities the mission of establishing and maintaining an effective medical chemical defense posture for our Armed Forces. To augment the Army's in-house scientific endeavors at improving the survivability of soldiers in chemically-contaminated environments, a Request for Proposals (RFP) will be issued to solicit a contractor to provide a contractor-owned, contractor-operated facility to answer and validate basic, applied, and developmental biomedical questions critical to providing medical countermeasures against known and emerging chemical threats. The RFP work statement requires writing study protocols and conducting tests for potential decontamination and protective systems, as well as antidotal and therapeutic compounds against chemical agent contamination. Studies will involve in vivo and in vitro experiments, animal models, alternatives to animal models, and comprehensive benchtop procedures using chemical surety materiels (CSM) and other hazardous chemicals. Protocols, studies, and reports shall comply with Good Laboratory Practice and Good Manufacturing Practice guidelines, the Guidebook of Performance Standards for Operation of a Research, Development, Test and Evaluation CMS Laboratory, and other applicable U.S. Government regulations. The resultant contractor must be able to conduct multiple tasks simultaneously and adjust to rapidly changing priorities. The Government plans to award a three-year indefinite-delivery (cost-reimbursement) contract with a provision for two one-year options. RFP No. DAMD17-98-R-0014 is planned for release approximately 1 June 1998.
