D -- The U.S. Department of Commerce/NOAA intends to negotiate, on a non-competitive basis, with the University of Wisconsin, Space Science and Engineering Center (SSEC) for a software license subscription to the Man Computer Interactive Display and Analysis System (McIDAS) Users Group (MUG). The period of performance is January 1, 1999 through December 31, 1999, with four (4) twelve-month option periods. The National Environmental, Satellite, Data and Information Service, Satellite Services Division (NESDIS) is currently operating in a McIDAS environment. Participation with the MUG allows the Government to obtain the following support services: 1. Obtain ongoing research results, new software and techniques developed by SSEC and others; 2. Receive maintenance and updates to McIDAS-X, OS2 and XCD software and documentation; 3. Receive assistance with site-specific McIDAS problems. All responsible sources may submit a written narrative statement of capability, including detailed technical informationand other technical literature demonstrating the ability to meet the above requirement, within 45 days of this notice, to the above address. To be considered an affirmative response, offerors must provide sufficient information to permit agency analysis to establish a bona fide capability to meet the requirements. It is required that pricing data be included as part of an affirmative response. Responses without documentation will be considered non-responsive.
