to issue Request for Offer(RFO)13-SSC-O-98-15 for five (5) each, highly
specialized turbine flow meter for use in liquid hydrogen service. An
option to procure four (4) additional turbine meters for use in liquid
oxygen service. All flowmeters shall meet high fidelity performance
standards for use in a world class aerospace ground testing facility.
Turbine flowmeters from 1-1/2" to 12" will be measuring high
velocity/high volume flow of LOX and LH2. All meters are rated for 8500
psig service, although the normal operating pressures for seven (7) of
the flow meters is 6500 psig; 350 psig for one (1)flowmeter; and 100
psig for one (1) flow meter. Flow rates will run from 3 to 618 lbm/sec
for LOX flowmeters and from 1 to 92 lbm/sec for LH2. Operation at
super critical pressures in LOX nad LH2 will be a norm for the flow
meters. Service media temperatures will vary from -423 degrees
Farenheit to -297 degrees Farenheit. General requirements include but
are not limited to the following: .1% repeatability, self lubricating
bearings, turndown ratios of 10:1, .5% lenearity, .25% accuracy. LH2
and one LH2 turbine meter will be fabricated from nickel-copper alloys;
calibrations may include water or air as a test media with up to 20
points at both low and high flow rates. The Government intends to
acquire a commercial item using FAR Part 12. The SIC Code and Size
Standard are 3824 and 500 respectively. The DPAS Rating for this
procurement is DO-C9e. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-04. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about May
13, 1998 with an anticipated offer due date of on or about May 28,
1998. Prospective offerors shall request a copy of the solicitation by
fax, email or regular mail through the procurement point of contact.
Specifications and individual data sheets will be included in the
solicitation. All prospective offerors shall demonstrate least five (5)
years experience in the manufacturing and testing of specialized
turbine flow meters. FOB Destination. An ombudsman has been appointed.
