Specialist (202) 685-5838. The Military Sealift Command is seeking to
procure the services of a Third Party Logistics Firm (TPLF) to provide
Diego Garcia customers with integrated management logistics service
for the purpose of optimizing freight distribution and supply-line
management. The TPLF shall provide container equipment, equipment
management and control and coordination of all Government cargo
(breakbulk and container) moving from US West Coast and Japan origins
to Diego Garcia via Sembawang Terminal, Singapore. The TPLF shall
provide containers (20ft, 40ft and reefer) to shippers at origins on
the US West Coast, Singapore and Yokosuka Japan, and arrange ocean
freight, linehaul/drayage as required. TPLF will also make the
necessary bookings for shipments to Singapore aboard US Flag VISA
participant vessels. TPLF shall coordinate arrangements in Singapore to
ship both containerized and breakbullk cargo to Diego Garcia aboard the
MSC charter vessel, Margaret Chouest (the Chouest's operating schedule
will be twelve voyagesannually). TPLF shall interface with Base
Operating Support contractor for cargo offload in Diego Garcia, and
return containers to Singapore on the vessel's return voyage. The TPLF
will maintain intransit visibility (ITV) of all Diego Garcia cargo
from the time of notification by origin shipper until final receipt by
ultimate consignee. TPLF shall possess worldwide electronic data
interchange systems that can interface with systems of shipper,
consignee, ocean carriers, port authorities, and government agencies
for purposes of cargo tracking, intransit visibility, reporting and
billing. See Note 26. All responsible sources may submit an offer that
will be considered. The duration of the contract period is from 01 Oct
1998 through 30 Sept 1999, with a one-year option. The RFP is expected
to be released 08 June 1998 with offers due 08 July 1998. A pre
