Education, Office of Postsecondary Education has a requirement for bulk
mailing services that must offer expedited delivery (3-8 working days)
on all orders, must be able to track the packages and report status
while the packages are in transit, and must obtain a signature upon
delivery. Orders range from shipments of less than 100 copies of forms
to shipments of 90,000 copies in boxes of 100. During peak periods,
the contractor must be able to pick up as many as 15,000 boxes a day.
The contractor must pick up packages at the ED mailing warehouse
(Eckington Place, NW, Washington, DC) and deliver to addresses provided
by ED from the ED ordering system. The contractor must be able to
deliver packages to all street addresses in North America, Puerto Rico,
Hawaii, the Pacific Islands. In addition, the contractor must be able
to deliver to street addresses in foreign countries open to U.S. trade.
In the event the address on the ED ordering system is a P.O. Box, the
vendor shall deliver at the appropriate street address for the entity
that maintains the P.O. Box. The contractor must obtain the recipient's
signature at the point of delivery and make the signature or the image
available to ED and mailing contractor staff for immediate retrieval
in the event that the entity that placed the order calls to inquire
about the status of the order. For the same purpose, the contractor
must also provide on-line access to its tracking system, for use by ED
and mailing contractor staff. The contract shall have a base period of
approximately four months. An additional four option periods consisting
of twelve (12) months each may be exercised. The total possible period
of performance of the contract is fifty-two (52) months. This is a
combined synopsis /solicitation for commercial items (services)
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
Solicitation number for this contract action is ED-98-R-0011. This
combined document serves as the synopsis/solicitation and is issued as
a Request for Proposal. The solicitation document and incorporated
provision and clauses are those in effect in Federal Acquisition
Circular 97-3. The associated standard industrial classification codes
for this acquisition is 4215 and 4513. Provision 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition.
The addenda to this provision is that the SF 1449 will not be used or
accepted. The offeror should submit a detailed Capability statement
that certifies that it can meet the requirements of the Government
(which will serve as the technical proposal) and a list of references
who can verify that the offeror has performed similar work for their
organization. Also, a price list and total estimated cost based on the
price schedule that can be viewed on the Internet at the
followingaddress (http://ocfo.ed.gov/Coninfo/PARCEL.htm) (which will
serve as the business proposal). The proposal must be signed by an
official authorized to bind the organization. The offeror must submit
and original and 9 copies of your technical proposal and an original
and 8 copies of your business proposal. Provision 52.212-2, Evaluation
-- Commercial Items is applicable to this acquisition. The specific
evaluation criteria to be included in paragraph of the provision are
(i) technical capability of the item offered to meet the Government
requirement and (ii) price. The Technical proposal will be evaluated on
a pass/fail basis (i.e. meet government requirements or don't meet
government requirement). The Business proposal will be evaluated on the
lowest total estimated cost. An award will be to the offeror who is
technically acceptable with the lowest price. Offerors must submit a
completed copy of the provision at 52.212-3, Offeror Representations
and Certification -- Commercial items with their offer. Provision
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. Provision 52.212-5, Contract Terms and Conditions
Required To Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition. Also, under paragraph (b) of the provision
items 6, 7, 8, and 9 are also applicable to this acquisition. Offerors
for Solicitation number ED-98-R-0011 are due on May 12, 1998, by
