Request for Information is submitted to enable OPM's Federal Employees Health Benefits (FEHB) Program to compile a list of individuals, companies, and organizations which are able to provide information regarding health plans, medical professionals, and medical facilities on the Internet. In November 1997, the Advisory Commission on Consumer Protection and Quality in the Health Care Industry submitted a report to the President of the United States entitled "Consumer Bill of Rights and Responsibilities" (a copy may be obtained at www.hcqualitycommission.gov/ cborr/consbill.htm). The first chapter of this report addressed the right of consumers to receive accurate and easily understood health care information about medical providers such as education, board certification, hospitals where a physician has admitting privileges, accreditation status, and information on sanctions from participation in federal programs and licensing issues, as wellas assistance in making decisions about their health plans, professionals and facilities. The President has required that the FEHB Program, among other federal health benefits programs, meet the requirements of the "Consumer Bill of Rights and Responsibilities." OPM is the federal agency charged with managing the FEHB Program, and we will work with our participating plans to compile, summarize and disseminate health professional information. OPM desires to maximize our compliance with this important consumer right, by encouraging FEHB Program participating plans to make such information available to their enrollees in a variety of cost effective ways, including the Internet. We request any individuals, companies or organizations which have the capability and are interested in providing these types of information services to FEHB Program enrollees (either directly or through the 350 carriers which participate in the FEHB Program) to submit further information and descriptions of how they provide such information and the means by which that information is accessible.
