The United States Agency for International Development (USAID) is
seeking proposals to provide technical services. As a result of this
solicitation, USAID anticipates the award of up to five (5) Indefinite
Quantity Contract(s) (IQCs), each for a three year period, with two,
one-year options to extend. The IQC Contracts which will be awarded
under this Local Government Assistance Initiative (LGA) RFP are in
support of the Eastern Europe and Newly Independent States (ENI)
Bureau's Strategic Objective 2.3 "More Effective, Responsive and
Accountable Local Government". ENI Missions are focusing increasing
proportions of their resources at the local level in order to build
grassroots constituencies for national reform. This approach helps to
assure that the democratic transitions taking place impact at the local
level and benefit a majority of the population. The overall goal of
this Local Government Assistance Initiative is to support ENI Missions
with SO 2.3 or related programs by providing a source of expertise and
leadership in critical technical areas related to local government
where the need is likely to be greatest and there is the best potential
for success. This procurement is a full and open competition, under
which any type of organization (commercial [for profit] firms,
educational institutions, non-profit organizations, etc.) is eligible
to compete. All participating organizations involved with supplying
professional services must be of United States nationality. USAID
encourages the participation, to the maximum extent practicable, of
U.S. small businesses owned and controlled by socially and economically
disadvantaged individuals, and Minority Institutions (which include
Historically Black Colleges and Universities (HBCUs), Hispanic Serving
Institutions, and Tribal Colleges and Universtities). It should be
noted that, if the Offeror (Prime Contractor) is not a small business
concern, a small business and small disadvantaged business
subcontracting plan must be submitted. It should also be noted that,
pursuant to FAR 19.702(a)(1), if an acceptable subcontracting plan
cannot be negotiated, the Offeror will be ineligible for award. The
RFP, when issued, will provide the final information on the closing
date. The preferred method of distribution of USAID procurement
information is via the Internet. If that is not possible, an applicant
may request the solicitation on a 3.5" floppy disk (WordPerfect
5.1/5.2 format). The RFP and any future amendments thereto can be
downloaded from the Agency Web Site. The WorldwideWeb address is

Opportunities" from the home page, then "USAID Procurements". On the
following screen, select "Download Available USAID Solicitations".
