Non-personal services to provide all personnel, equipment, vehicles, tools, materials, supervision, and other items and services necessary to provide operation, maintenance support and flight instructor pilot instruction (cockpit and ground school) to the Enhanced Flight Screening Program (EFSP) at both Hondo Municipal Airport, Hondo TX, and the United States Air Force Academy, CO. The EFSP facilitates a selection process through which the USAF is able to identify and motivate students who possess the potential to successfully complete USAF Specialized Undergraduate Pilot Training (SUPT) and Euro-NATO Joint Jet Pilot Training (ENJJPT). Contractor responsibilities will include organizational-level maintenance support for 9 different government furnished aircraft including 57 each at Hondo and 53 each at the Academy of T-3A Firefly (Manufactured by Slingsby), 3 each at the Academy of TG-3 (Manufactured by Schweizer), 2 each at the Academy of TG-4 (Manufactured by Schweizer), 3 each at the Academy of T-41(Manufactured by Cessna), 3 each at the Academy of UV-18 (Manufactured by DeHavilland), 3 each at the Academy of C-150 (Manufactured by Cessna), 9 each at the Academy of TG-7 (Manufactured by Schweizer), 4 each at the Academy of TG-9 (Manufactured by Schleicher), and 2 each at the Academy of TG-11 (Manufactured by Stemme); Flight Screening; and Training and Qualifying rated pilots to be T-3A Instructor Pilots. Additionally, AT THE ACADEMY ONLY: The contractor will provide contractor-owned tow planes and pilots for the Academy sailplane program. AT HONDO LOCATION ONLY: The contractor will provide operational support to include aircraft refueling, fuels storage, aircraft and facility security, and pavement and facility maintenance. All ground and in-flight training and screening of student pilots will be performed in accordance with Air Education and Training Command (AETC) Syllabi of Instruction. The contractor will be required to maintain operations at both Hondo, TX and the USAF Academy, CO. PERFORMANCE PERIOD: Commencement of performance will be phased: On or about 4 Feb 99, the contractor will be required to provide T-3A instructor pilots for the USAF Academy. The remaining Academy contract work will commence on or about 1 April 2000. Contractor performance for Hondo TX will commence, in total, on or about 1 Oct 1999. The government does not intend to use FAR PART 12 for this acquisition. It is the government's intention to provide both requirements to ONE contractor by award of either one or two separate contracts whichever the government determines feasible. The government intends to issue an unrestricted solicitation (Full and Open) solicitation; however, it reserves the right to make this a Small Business (SB) set-aside based on the interest and technical capabilities received from SB concerns. Under an unrestricted solicitation, large businesses will be required to submit a subcontracting plan with their proposal. All interested business concerns shall as early as possible indicate interest in this acquisition by providing the company name, mailing address, phone number, and electronic mail address to the contracting office. In order for the government to make a SB se-aside determination, it is requested that SB concerns provide sufficient written information supporting their capability to perform and should as a minimum include: (a) degree of experience in flight-training and aircraft maintenance of the above mentioned aircraft, (b) address current FAA certification for maintenance, flight operations and life support, (c) provide FAA reportable flight/ground mishaps in the past five years. Include mishap rate per 1000 flying hours over this same period, (d) address employee on-the-job safety mishaps, (e) provide Safety Program currently in-place, (f) provide management infrastructure and corporate capability to support two independent operations of this magnitude at two separate geographic locations, (g) provide past corporate and government contracts with references and points of contact. SB concerns must provide the written proof of capability and a positive statement of eligibility as a SB concern by 15 May 98. Provide required information via (1) electronic mail, (2) fax, or (3) U.S. Postal Service. Indications of interest from SB concerns without required information regarding capability and eligibility will not be considered in the SB set-aside determination. For purposes of this acquisition, the Standard Industrial Code (SIC) is 8299. The business size standard is $18.5 million. Small, Historically Underutilized, and Women-owned businesses are encouraged to submit a proposal.
