from among firms in the Small Business Administration's (SBA) 8(a)
program are being sought by the Omaha District for A-E services for Ft.
McCoy. The potential contract would be awarded for a base period and
may include two additional option periods. The contract amount would
not exceed $750,000 in any period. The base period and option period
would not exceed one year each, but option periods may be exercised
when the contract amount for the current period has been reached. Task
Orders would be issued from time to time during the contract period.
The amount of the Task Orders would not exceed the contract amount in
any period. The Prime firm must be able to demonstrate that they have
the qualifications, technical and management experience and capacity to
perform at least 51% of the work and are currently enrolled in the 8(a)
program in SIC codes 8711 or 8712. A contract may not be awarded if no
qualified firms are found. Types of services required will include
site investigations, studies, reports, surveying, concept design, final
design and construction phase services. PROJECT INFORMATION: Task
Orders under this contract will consist primarily of design for routine
maintenance and repair of major building components and systems and
minor alterations on a variety of facility types including
administrative facilities; military operations and training facilities;
maintenance facilities; roads, bridges and grounds improvements;
utility distribution systems; storage facilities; housing and community
facilities and medical clinics. Task orders may require design of
special building systems including Energy Management and Control System
(EMCS), building fire protection and alarm systems and security alarm
and protection systems. Design for UST removal, asbestos and lead paint
removal and construction cost estimating, surveying, interior design
and may also be required for some task orders. Drawings will be
prepared in a format fully compatible with Intergraph Microstationand
AutoCAD version 14 or later. SELECTION CRITERIA: Criteria for
selection, in order of importance, are: (a) Recent specialized
experience and technical competence of the firm (including consultants)
in: (1) Design of additions, alterations and minor new construction on
administrative facilities, military operations and training
facilities, and maintenance facilities. (2) Design of special building
systems including EMCS, fire alarm and protection, security alarm and
protection. (3) Design of roads, bridges, parking and storm drainage
systems. (4) Design of utility distribution systems including
mechanical, electrical, water supply/treatment, waste treatment, fire
protection and cathodic protection. (5) Design of UST removal and
asbestos and lead paint remediation. (6) Experience with task order
type contracts for routine maintenance and repair. (7) Demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facility design. (b)
Management of contracts of similar size and scope by the prime as
evidenced by the firm's project examples and as described in the firms
Design Management Plan (DMP)(see SUBMITTAL REQUIREMENTS). (c) Quality
control procedures and effective coordination and management of the
project team and as described in the DMP. (d) Professional
qualifications and specialized experience in providing services similar
to those listed above of the proposed team members (including
consultants) in the following disciplines: architecture; landscape
architecture; interior design; master planning; civil, sanitary (water
and wastewater treatment), environmental (hazardous waste),
mechanical, electrical, structural and cost engineering; geology;
biology; hydrology; surveying and asbestos/lead paint remediation. (e)
Knowledge of the locality of Ft. McCoy. (f) Past performance on
previous contracts with respect to cost control, quality of work, and
compliance with performance schedules. (g) Capacity to accomplish the
work in the required time, including the ability to complete more than
one task order at a time. (h) Use of and compatibility with CADD
systems as described above. (i) Location in the general geographic area
of Ft. McCoy. (j) Volume of DOD contract awards in the last 12 months
with the object of effecting an equitable distribution of DOD A-E
contracts among qualified A-E firms. SUBMITTAL REQUIREMENTS:
Solicitation packages are not provided for A-E contracts. This is not
a request for proposal. Firms desiring consideration must submit two
copies of a combined SF 255 and separate SFs 254 for prime and each
consultant. To be considered, submittals must be addressed as follows:

M. Miller, 215 N. 17th Street, Omaha, NE 68102-4978. Submittals must be
received no later than 4:00 PM CDT on June 10, 1998. In block 10 of the
SF 255, provide the following: (a) Design Management Plan (DMP). The
plan should be brief and include the following: (1) An explanation of
the firm's management approach. (2) Management of sub-consultants
including a description of each sub-consultants responsibility and
estimated percentage of work that each sub-consultant would perform
under the potential contract. Description must demonstrate the prime's
ability to manage a similar contract and accomplish a substantial
portion of the technical design work for the contract. (3) Specific
quality control procedures used. (4) An organizational chart showing
the inter-relationship of management and various team components,
including sub-consultants. (b) A letter from the SBA confirming the
prime firm's status in the 8(a) program. In block 3 of SF 255 provide
the submitting firm's number (six or seven digits) assigned by the
Northwestern Division, U.S. Army Corps of Engineers, for the
Architect-Engineer Contract Administration Support System (ACASS) and
the firm number for any consultants in block 6 of the SF 255. If
