A -- IMPLANTATIONAL OF SVG CELLS IIN THE STRIATUM OF PARKINSONIAN RHESUS MONKEYS SOL RFQ80129(NR) DUE 052598 POC Marsha Gorham, Purchasing Agent (301)402-4509 or Todd Cole, CO Under the authority of 41 U. S. C. 253(c)(1), FAR 6.302-1, The National Institute of Neurological Disorders and Stroke (NINDS) proposes to procure services for "Implantation of SVG Cells in the Striatum of Parkinsonian Rhesus Monkeys" from Sierra Biomedical Inc., 587 Dunn Circle, Sparks, NV 89431. The Standard Industrial Classification Code is 8731, and the business size standard is 500. The requirement is to obtain a dose level and functional recovery study of SVG cells implanted in the striatum of MPTP treated rhesus monkeys. A total of 12 animals shall receive ICA and IV administration of MPTP until a stable Parkinsonian syndrome is achieved. Animals shall be clinically evaluated on a routine basis and general activity shall be assessed to determine the extent of the MPTP lesion. Eligibility for the study may include a clinical response to methyl dopa (MDA). Animals will receive ascending therapeutic doses of MDA (ranging 0-40 mg/kg,IM) and will be evaluated using an established clinical rating scale. Following MDA administration, animals will be termed "good or poor responders" based on amelioration of parkinsonial symptom. The animals enrolled in the study shall be utilized regardless of the clinical status. Animal that does not meet the clinical criteria shall be considered as surgery candidates; however, the clinical component will be discontinued, safety and neuropathological assessments will be performed. Using an MRI-guided sterotaxic approach, animals shall receive bilateral implants of SVG. This study will determine the safety and efficacy of SVG cells implanted at 6 sites in the neostriatum of each hemisphere in Parkinsonian rhesus monkeys. Sierra Biomedical is the only source known to have an ongoing established colony of Parkinsonian Rhesus Monkeys to perform these services, along with a sterotaxic procedure for implanting cells including magnetic resonance imaging (MRI) for precise placement of the implants and all necessary equipment, facilities, and expertise for this project. This noticeof intent is not a request for competitive proposals. However, if any interested party believes it can perform the above services, offerors may submit a statement of capabilities. Information furnished must be in writing and must contain material in sufficient detail to allow NINDS to perform a proper evaluation. Capability statements must be received in the contracting office within 20 days after the publication date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. See Number Note 1. (0126)
