EPA, National Risk Management Research Laboratory, Air Pollution
Prevention and Control Division, plans to negotiate on a sole source
basis with Energy and Environmental Research Corporation, Irvine, CA,
to conduct a feasibility study to identify Taiwanese plants that have
the greatest potential to host reburning technology demonstrations for
NOx emissions control. The purpose of the study is to identify the
candidate plants at which the installation and operation of a natural
gas reburning system is most likely to result in the most cost
effective reductions of NOx without causing significant adverse impact
to plant operability. The feasibility study will examine plant design;
fuel types, availabilities and costs; and operating characteristics
from the perspective of how well reburning can be expected to work at
each candidate plant. Factors to be evaluated include available space
for installation and of reburn fuel and burnout air ducting, potential
residence times between the reburn fuel injectors and burnout air
ports and between the burnout air ports and the convective section,
availability of natural gas, reactivity of the primary fuel (usually
coal), and plant operating cycle. EPA believes Energy and Environmental
Research Corporation is uniquely qualified to provide this service most
efficiently given their authoritative position in the area of
commercial reburning installations, unique capabilities in the area of
reburning for NOx control, and existing experience, proven practical
application of this technology to new and non-traditional areas, and is
the only firm which has tested alternative fuels such as Orimulsion and
emulsified fuel oil. However, any firm believing itself capable of
performing this work may submit technical documentation to establish
the potential of complying with the statement of work. Only those firms
presenting such documentation will be considered. Otherwise, EPA will
proceed to negotiate with Energy and Environmental Research
