A -- WEAPON DISPENSING/DISPERSING TECHNOLOGY SOL N68936-BAA-98-004 DUE 062398 POC Jerry Manley, Contract Specialist, (760) 939-4273 The Naval Air Warfare Center Weapons Division (NAWCWPNS) China Lake is interested in proposals for demonstration of the technical feasibility of developing a prototype penetrating dispenser for state of the art weapons. The Weapon Dispensing/Dispersing Technology program is a proof of concept 1/3 scale static dispense demo of adaptable multi-mode and multi-target munition system from a single ordnance package. These weapons may require a hypersonic dispense and supersonic perforation dispenser that can be used in one mode for modest penetration of targets without dispensing submunitions, or in the second mode to dispense 4 to 8 large submunitions before hitting the target(s). Current strike warfare requires specific weapons optimized for each class of targets. The ordnance technology that has been used to defeat each target class is usually unique and target specific. Unitary warheads and submunitions have been separate ordnance concepts and each is designed to provide specific damage mechanisms. This specialization of ordnance requires providing numerous amounts of several weapon types to the operating ship/carrier and, for fixed storage space/number of launchers, will reduce the ability to sustain operations against postulated operation scenarios and a large number of any one target class. Proposed programs should be no longer than 24 months. Cost sharing is encouraged, but not required. Substantive cost sharing will increase the attractiveness of the proposals. Proposals will be considered for award under U.S.C. 2371 as amended by Section 845 of Public Law 103-160. Proposers must obtain a Proposer Information Package entitled BAA-98-004, Weapon Dispensing/Dispersing Technology which provides further information on the program scope; the submission, evaluation, and funding processes; proposal format; and other general information. Firms who responded to the previous sources sought announcement for this program published 31 Dec 97 need not respond to this announcement as you will receive the package described above. The Naval Air Warfare Center Weapons Division encourages firms who typically do not pursue agreements or contracts with the government to respond to this announcement if it relates to your area of expertise. No additional information other than stated in this announcement and the Proposer Information Package is available. Requests for additional information will be disregarded. The government reserves the right to select for negotiation and/or award all, some, or none of the proposals received. All responsible sources capable of satisfying the Government's needs may submit a proposal which shall be considered by NAWCWPNS. Historically Black Colleges and Universities (HBCU's) and Minority Institutions (MI's) are encouraged to submit proposals and join others in submitting proposals; however, no portion of this BAA will be set aside for HBCU and MI participation. EVALUATION CRITERIA -- Evaluation of proposals will be accomplished through a technical review of each proposal using the following criteria, which are listed in descending order of relative importance: (1) overall scientific merit in relationship to the soundness and innovativeness of the technical approach; (2) potential contribution of the proposed effort in terms of its impact on existing or future military systems and relevance to NAWCWPNS mission; (3) effectiveness of the management plan and subcontracting plan if applicable, and the team structure and team composition if applicable; (4) offeror's capabilities, qualifications of key personnel, past performance, related experience, facilities and techniques, or unique combination of these, that form integral factors for achieving the proposal's objectives; and (5) realism of cost, cost share commitment, and quality of cost share.
