intends to negotiate on a sole source basis with the Syracuse Research
Corporation (SRC) in order to provide a written report to address
public comments made in reference to the Hazardous Air Pollutants
(HAPs) test rule program which was developed to address the data needs
required for implementation of the Clean Air Act Amendments. Also,
Syracuse Research Corporation will also review the literature on health
effects, emissions, and environmental persistance and provide summary
tables on the remaining chemical candidates for the HAPs II test rule.
The basis for sole source negotiations is provided below. SRC's
involvement with the HAPs program since 1992 under EPA contract
68-D2-0141, developing the health assessment documentation in support
of the test rule, and continued support under contract 68-D5-0012 has
provided unique historical experience with the HAPS program as it has
evolved significantly over time. In addition SRC has evaluated and
summarized in tabular form the available health and exposure data for
a group of 79 HAPs. The next test rule, HAPS II, will utilize the
information on the remaining compounds from that original set of 79.
SRC's compilation of support documentation from the attendance of
public meetings, preparation of meeting notes, extensive collection of
public comments and assistance in response to public comments has been
maintained in their in-house archive, which is essential to ensure
consistency between HAPs II and the first test rule. In addition, SRC
also helped to develop one of the testing guidelines referenced by the
HAPS test rule, OPPTS 870.1350 Acute Inhalation Toxicity with
Hispathology. Because SRC is the only organization outside of EPA with
a full set of this documentation related to the HAPs rule test program
and the only organization with the unique historical experience
identified above, sole source negotiations are being conducted. If a
party believes that they can offer this same unique documentation
support and experience, they must submit documentation that shows that
they have the same experience/capabilities to meet each and every
factor described above. Documentation must be submitted within fifteen
days of this notice. THIS IS NOT A REQUEST FOR PROPOSALS!
