correction to the earlier synopsis, MNK-0019. It is restated in its
entirety. The only change is the program manager. A sole source
procurement is contemplated with Lockheed Martin Vought Systems, 1701
West Marshall Drive, Grand Prairie, TX, 75051. (See numbered Note 22).
Lockheed Martin Vought Systems is the only known qualified source to
perform this effort. The Air Force Research Laboratory Munitions
Directorate (AFRL/MN) requires the upgrade of a partially completed,
government owned, LASH II type laser radar (LADAR) sensor to that of a
fully functional STAR type LADAR sensor. The Air Force wishes to
maximize the use of its parts on- hand to reduce risk and to expedite
the procurement of this LADAR sensor. Lockheed Martin Vought Systems
not only designed and accomplished the work on the original LASH II
sensor, but also, is currently the only source for LADAR sensors of the
STAR format. Because of this, Lockheed Martin Vought Systems is
uniquely qualified to perform the effort to be accomplished on this
program. The Government intends to solicit and negotiate with only one
source under the authority of FAR 6.302-1. Firms having applicable
background, interest and capability may submit particulars, in
accordance with Note 22, no later than 20 May 1998 to AFRL/MNK, Attn.:
Jean M. Pulley, 101 West Eglin Blvd. Suite 337, Eglin AFB FL
32542-6810. An Ombudsman has been established for this acquisition. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern during the proposal
development phase of this acquisition. All potential offerors should
establish channels to voice concerns before resorting to the use of the
Ombudsman. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the selection
decision. The Ombudsman should only be contacted with issues or
problems that have been previously brought to the attention of the
contracting officer and could not be satisfactorily resolved at that
level. Potential offerors are invited to contact ASC Eglin's Ombudsman,
