intends to contract on a Sole Source basis with Schiebel Technology
Inc. to obtain the services of a rotary-wing unmanned air vehicle (UAV)
in support of the Airborne Force Protection Surveillance System (AFPSS)
Demonstration 15-16 June 1998 at AFOTEC's Zia Rapid Assessment Area
(ZRAA) in Ft. Sumner, NM. The Schiebel Camcopter is the only
rotary-wing UAV that is capable of meeting all of the following
requirements: a. Man-portable via 2-man lift (not to exceed 164 lbs) b.
System transportable via L463 aircraft pallet c. Mission ready in 1-2
hours d. Detect man-sized targets (day and night) at 1,500 meters e.
Detect vehicle-sized targets (day and night) at 3,000 meters f. 2 plus
flight endurance g. EO/IR capability h. Spot imagery capable (maintain
camera on target) i. System operable by 2-man crew j. Real-time
data/imagery display to GCS k. Capable of video image record/playback
at GCS l. Capable of correlation of image/air vehicle location m.
LPI/LPD communications data link. n. Capable of 10km plus range of
operations o. All-weather capable p. Autonomous flight operations q.
Automated launch and recovery r. Programmable exclusion zones s.
Automatic recovery in the event of loss of control t. Immediate flight
termination capability u. Low acoustic signature (survivability) v.
Windows based flight programming. Any potential offeror must certify
that the Schiebel Camcopter will be provided for testing for this
