278-6725 COMBINED SYNOPSIS/SOLICITATION: (II) This combined synopsis/
solicitation is for commercial items prepared in accordance with the
format in FAR subpart 12.6, as supplemented with additional information
included in this notice. (III) This synopsis/solicitation is issued as
an Invitation to Bid (IFB). This announcement constitutes the ONLY
Solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation document and incorporated
provisions are those in effect through Federal Acquisition Circular FAC
97-04. Payment bond is required, prior to notice to proceed, if over
$25,000.00. Partial payments will be authorized for delivered items.
(IV) This combined solicitation is being issued under the Small
Business Set-Aside Program. The standard identification code (SIC) is
5211, size standard of $5.0. (V, VI,VII) Provide materials and be
responsible for delivery of the following items with the indicated
delivery dates. SPECIFICATIONS: Class B CCA Treated at 2.5# Minimum of
12" Across Butt. Measure from 3 feet from BTT, in accordance with
ASTM-D25 -- DELIVERY: June 1, 1998 -- 50 ft Pilings, Quantity 50 and 60
ft Pilings, Quantity 20. DELIVERY: June 15, 1998 -- 50 ft Pilings,
Quantity 50 and 60 ft Pilings, Quantity 20. DELIVERY: July 15, 1998 --
40 ft Pilings, Quantity 30 and 60 ft Pilings, Quantity 20. DELIVERY:
August 15, 1998 -- 60 ft Pilings, Quantity 20. All items must be
delivered FOB Destination to the United States Coast Guard Group, S.
Broad Street, Brookley Complex, Bldg 101(Supply), Mobile, AL
36615-1390. The USCG will be providing all labor for the unloading of
pilings. (VIII) FAR provision 52.212-1 Contract Terms and Conditions
Commercial Items (Oct 95) is incorported by reference. The following
clauses are incorporated; FAR 52.233-2 Service of Protest (Oct 1995),
FAR 52.217-5 Evaluation of Options (Jul 1990), FAR 52.247-34 F.o.b.
Destination (Nov 1991). If your bid is over $25,000.00 the following

OFFERORS: Reference is made to enclosure (a) of COMDTINST 4200.49-It is
the policy of the Coast Guard to issue solicitation and make contract
awards in a fair and timely manner. To further this policy, the
Commandant has created the position of Solicitation Ombudsman who is
empowered to investigate issues raised by prospective offerors and
resolve them, where possible,without expensive and timely consuming
litigation. Potential offerors who believe that a Coast Guard
