17. SULFURIC ACID SOL N00604-98-R-0011 DUE 052198. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a written solicitation will not be issued. Refer to
solicitation as RFP number N00604-98-R-0011. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (97-04). The Small business
Competitiveness Demonstration Program is not applicable. This is an
unrestricted solicitation which applies FAR 52.219-8 Utilization of
Small, Small Disadvantaged and Women Owned Business Concerns. The
Standard Industrial Code (SIC) is 2819 with a size standard of 1,000
employees. This requirement is a rated order and is applicable to the
regulations of the Defense Priorities and Allocations System (DPAS) and
delivery orders will be assigned ratings as implemented by DOD 4400-1M.
The Fleet & Industrial Supply Center (FISC), Pearl Harbor, Hawaii
announces a combined synopsis/solicitation for Sulfuric Acid in support
of Navy Public Works Center, Pearl Harbor, Hawaii's requirements to
treat sewage and remove impurities from water to create de-mineralized
water for use in various steam systems. The RFP is a firm fixed price
indefinite delivery type contract for a base period of one-year
beginning 1 July 1998, with two one-year option periods beginning
approximately 1 July 1999 through 30 June 2000 and 1 July 2000 through
30 June 2001. The characteristics of the sulfuric acid are as follows:
formula: H2SO4; grade: technical; physical state: liquid; molecular
weight: 98.08 (solute); acceptable range of color: colorless to cloudy;
composition: 90 to 100%; specific gravity: 1.8437 (60 degrees F/60
degrees F); and freezing point: +30 degrees F. CLIN 0001 Sulfuric Acid,
as specified above: The Contractor shall be responsible to deliver
sulfuric acid FOB Destination to Power PlantNo. 2, building number 149,
located in the Pearl Harbor Hawaii, Navy Shipyard, Controlled
Industrial Area (CIA), where it shall be inspected and accepted. It
shall be the Contractor's responsibility to go to the site, hook up the
hose connections and pump sulfuric acid into a government-owned
7,000-gallon tank. Quantity: estimated 8,320 gallons per year.
Deliveries shall be within 15 days after the date of each order placed,
except that when the needs of the government permit, orders may provide
a longer time for delivery. CLIN 0002: Sulfuric Acid to be delivered in
55-gallon drums (50 gallons per drum) FOB Destination to building
number 1385, located in the Pearl Harbor, Hawaii, Navy Shipyard,
Controlled Industrial Area (CIA), where it shall be inspected and
accepted. Quantity: estimated 600 gallons per year. Each shipment shall
include a Certificate of Analysis also known as a Lab Report and state
the applicable Batch Number. FAR 52.212-1, Instructions to Offerors
Commercial Items, is applicable. NOTES: Offeror's attention is
specifically drawn to Paragraphs (b)(11) of this clause which states a
statement complying with this paragraph must be included in the offer;
paragraph (c); Period of Acceptance of Offers, is revised to reflect an
acceptance period of 60 calendar days from the date specified for
receipt of offers; and paragraph (h) is revised to state the Government
intends to award a single contract resulting from this solicitation.
Evaluation Commercial Items, FAR 52.212-2, is applicable. The past
performance evaluation factors of quality of service, timeliness of
performance, cost control, business relations and management of
personnel are of equal importance. The contract resulting from this
solicitation shall be awarded to that responsible offeror whose offer
conforming to the solicitation is determined the best value to the
Government in terms of technical acceptability, past performance, and
price, which are of equal importance. Inclusion of FAR 52.215-18
Facsimile Proposals are permitted and may be faxed to either of the
following fax numbers (808) 471-5750 or (808) 474-8885. Please fax no
later than 3:00 p.m. Hawaii Standard Time on 12 May 1998, the following
Contractor Past Performance Data information: (1) the company or
activity's name, address, phone and fax numbers; (2) a point of contact
able to verify the data; (3) the contract number, description of the
supply and quantity provided, contract amount, and the date the
contract was completed. Please include only companies or agencies (at
least three total) where you have provided same or similar type
products (state whether the product is the "same" or "similar"); and
advise those you reference that FISCPH, Contracts Department, shall be
contacting them by fax as soon as we receive this information, to
complete a Contractor Past Performance Survey regarding your past
performance. Please contact Ms. Debby Alberto at (808) 474-2397,
extension 202, for information regarding this solicitation. The offeror
is required to submit with the initial proposal of their schedule of
prices: (1) a copy of a Certificate of Analysis also known as a lab
report detailing the contents of the sulfuric acid being proposed; (2)
a current copy of your Dun and Bradstreet Business Information Report
(Call their Customer Service Center at (800) 333-0505 or (800)
234-3867 to obtain procedures for requesting your copy); (3) a summary
of your company's capabilities and experience; (4) the name, address,
phone/fax number of your anticipated source of supply; and (5) a
completed copy of the provisions at FAR 52.212-3, Offeror
Representations and Certifications Commercial Items and DFARS
252.212-7000 all of which are due no later than 5:00 p.m. Hawaii
Standard Time on 21 May 1998. FAR 52.212-4, Contract Terms and
Conditions Commercial Items applies. NOTES: The contractor's attention
is specifically drawn to paragraph (g), Invoices, of this clause.
Invoices are submitted to (N62755) Commanding Officer, Navy Public
Works Center, Code 1512, Pearl Harbor, Hawaii 96860-5490. Payment shall
be made in accordance with FAR 52.232-33, Mandatory Information for
Electronic Funds Transfer Payment. DFARS 252.222-7000, Restrictions on
Employment of Personnel (DEC 1991), states: (a) The Contractor shall
employ, for the purposes of performing that portion of the contract
work in the State of Hawaii, individuals who are residents of the
State, and who, in the case of any craft or trade, possess or would be
able to acquire promptly the necessary skills to perform the contract;
(b) The Contractor agrees to insert the substance of this clause,
