Administration (NOAA) Aeronomy Laboratory (AL), has a requirement to
produce an analysis of air quality and deposition measurements
performed at National Oceanic and Atmospheric Administration's
Atmospheric Integrated Research Monitoring Network (AIRMoN). The
analysis will provide an enhanced understanding of the linkages between
emissions and air quality and deposition. The contractor shall have
considerable freedom in the approach and methodologies used, however,
the following areas should be addressed: 1. Trends -- What long- and
short-term trends are quantifiable and to what extent can these trends
be attributed to changes in emissions amounts and distribution? 2.
Relationship between emissions and individual precipitation events --
Does the higher frequency sampling conducted at AIRMoN sites produce a
clearer association between emissions and precipitation chemistry? 3.
Distribution of pollutants between wet and dry -- How is the
distribution of sulfurand nitrogen pollution among the various phases
gas, aerosol and precipitation being altered by changes in emissions,
chemistry and meteorology? Where possible the proposed analyses should
take advantage of the unique capabilities of the AIRMoN network
(co-located measurements, daily precipitation sampling, improved sample
preservation, etc.). The successful contractor must be a recognized
authority on air pollution deposition. This expertise must be
documented by an extensive record of peer-reviewed publication
resulting from the analysis of similar data sets. Interested sources

under the Simplified Acquisition Procedures, FAR Part 13 (NTE
$100,000.00). The award decision will be based upon the best value to
the Government, with technical merit and past performance being
