The Fleet and Industrial Supply Center, San Diego, (FISCSD) desires an online automated ordering system that will provide to FISCSD customers the ability to order supplies and services under existing indefinite delivery/indefinite quantity contracts. The solicitation will define the requirement by a statement of objectives that will include such systems functionality as: the ability to support multiple contracts without limit as to the number of contracts or number of line items under each contract (the initial year is expected to have 7 contracts with approximately 1,012,000 line items available under the ordering system with approximately 68,000 orders placed monthly); EDI compatibility and capable of processing standard (ANSI X.12) suite of EDI transactions; capability to transmit/receive via selected VAN providers and via the Internet; capability to collect and present management data; capability to maintain transaction history; capability to support encryption of data to be transmitted; Year 2000 compliancy; functions must be GUI driven; etc. In addition, the statement of objective will address catalog maintenance objectives, ordering objectives, security objectives, and systems administration objectives.
