Patent and Trademark Office intends to enter into a Premier Support Service Agreement with Microsoft Corporation, Premier Sales, 2118 Water Ridge Parkway, Charlotte, NC 28217. This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, the test program outlined in FAR 13.6, as well as the supplemental information provided herein. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The agreement with Microsoft will provide for specialized technical assistance, hot line availability based on individual incident calls. This agreement will provide the USPTO with proactive, personalized support services which are aimed at providing rapid resolution to enterprise support issues. During the twelve (12) month period of performance, the Basic Premier Support Service agreement will include 150 individual incidents calls, Technical Account Management, a membership to Microsoft Developer Network; four secured access accounts and a site visit by the assigned Microsoft Technical Account Manager (TAM). This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement and shall reference requisition number 196P9801472. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-04, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A firm fixed priced commercial items purchase order, utilizing simplified acquisition procedures, will be issued.
