synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. The solicitation number is
DAHA45-98-T-0034 and is issued as a request for quotation (RFQ). The
RFQ incorporates provisions and clauses as those in effect through
Federal Acquisition Circular 97-04 and Defense Acquisition Circular
91-13. This solicitation is unrestricted. The Standard Classification
Code is 5141. Description of requirements: A list of the individual
line items to quote may be obtained by contacting the Purchasing Agent.
The list contains various meats, vegetables, fruits and miscellaneous
subsitence type items. Qualifying offers will meet the stated
specifications and shall include with the offer the completed
provisions at FAR 52.212-3 and DFARS 252.225-7000. The following shall
be included: 1) specify pack size and case break per line item 2)Unit
pricing for each item listed 3) List of the last three contracts
received and completed with the company name, point of contact and
telephone number. Failure to provide this information can render your
offer as non-responsive and therefore not eligible for award. Completed
provisions, unit pricing and required past performance information may
be faxed to (253) 512-8009. The Government will award a contract
resulting from this solicitation to the responsible offerer(s) whose
offer conforms to the solicitation and will be advantageous to the
Government. Award evaluation factors are price and past performance.
All products must meet the requirements of the United States Department
of Agriculture (USDA) Meat and Poultry Inspection Directory, and all
other applicable Federal, State and local health requirements. Multiple
awards may be made. FOB Destination pricing is required. Multiple
deliveries at multiple locations located in the area of the Yakima
Firing and Training Center, Yakima, Washington will be required. The
first delivery is required to be performed on 1 June 1998. Further
deliveries are estimated to be performed on 3, 5, 8, 10, 12, 15, 17,
19, 22, and 24 June 1998. At one location (exit 11, US HWY 82) there
are three planned deliveries (8, 10, 12 June 1998) that the contrctor
is required to leave the refrigerated delivery trailer(s) at this site
and can remove it when it comes to drop off the next delivery at this
location. For the last delivery at this site, the contractor shall
allow twenty four hours before returning to pick-up the remaining
trailer(s). At the other three locations the contractor shall off load
the delivery and provide to the door delivery. Individual orders shall
be by military unit and shall be placed by an appointed Government
representative. Individual orders shall be palletized individually
(cannot mix unit order) and be delivered to any of the four designated
delivery sites. The following FAR provisions apply to this

The following Defense Acquisition Regulations Supplement(DFARS)
provision and clauses apply to this solicitation 52.225-7000, Buy
Amercian Act-Balance of Payments Program Certificate, 52.225-700, Buy
Amercian Act and Balance of Payments Program, 52.225-7036, Buy American
Act-NAFTA Implementation Act. Copy of provisionsand clauses will be
supplied upon request to the Purchasing Agent or at
http://farsite.hil.af.mil. Successful offeror must: 1) be able to
respondwith deliveries to orders with a 48 hour lead time 2)make
deliveries between 8:00 -- 10:00 a.m. and 2:00 -- 4:00 p.m. 3) provide
own offloading equipment 4) provide immediate notification of
non-stock items (not wait until time of physical delivery) 5)Must
receive payments via Electronic Funds Transfer (EFT). All delivery
requirements are subject to change. The Government reserves the right
to reject any delivery that does not meet specifications and is not of
usable quality. Quantities/size of orders will vary. Miniumum orders
will be $500.00 per delivery day. Qualifying offers will meet the
stated specifications and be accompanied by completed provisons at FAR
52.212-3 and DFARS 52.225-7000. Completed provisions and completed
price list offer may be faxed to (253) 512-8009 or mailed to USPFO for
Washington, Attention: Contracting, Building 32, Camp Murray, Tacoma,
Washington 98430-5170 to reach destination not later than 1:00 p.m.
