Administration (SSA) is interested in receiving quotes on the VHF body
wire transmitter packages described below. This is a combined
synopsis/request for quotation (RFQ) for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written request for quotation will not be issued. This is a
simplified acquisition, 100% small business set-aside, issued as a
request for quotation (RFQ), SSA-RFQ-98-3532. Quotes submitted from
other than small businesses will be rejected. The standard industrial
classifications (SIC) code for this acquisition is 3669. The small
business size standard is 750 employees. This request for quotation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-04. Quotations in response to this RFQ shall be
submitted by Monday, May 18, 1998, 3:00 PM Eastern Standard Time,
addressed to ATTN CHRISTINE NAGENGAST, SOCIAL SECURITY ADMINISTRATION,
OFFICE OF ACQUISITION AND GRANTS, 1710 GWYNN OAK AVENUE, BALTIMORE, MD
21207. REQUIREMENT: VHF Body Wire Transmitter Packages. Each package
shall contain a receiver, repeater, body transmitter and disguised
pager transmitter. Total quantity required: 11 complete packages. The
receiver shall include the following features: 1) 170-174 MHz range
(frequency to be provided by SSA; 2) one crystal to be installed to
SSA's specifications; 3) repeater compatible; 4) separate output for
earphone; 5) built in receiver antenna and disguised external antenna;
6) scrambled voice capability, switch selected; 7) capable of being
powered by internal batteries, car battery, and power outlet; 8)
standard size cassette recorder; and, 9) hard shell protective case.
The repeater shall include the following features: 1) portable; 2)
single channel receive/transmit; 3) minimum 2 watt power; 4) capable of
being powered by internal batteries, car battery, and power outlet; 5)
weatherproof; 6) scrambled voice capability, switch selected; 7) one
crystal installed to SSA's specifications; and 8) external antenna. The
body transmitter shall include the following features: 1) Minimum 1
watt power; 2) scrambled voice capability, switch selected; 3) one
crystal installed to SSA's specifications; and, 4) powered by internal
batteries. The disguised pager transmitter shall include the following
features: 1) minimum 250mW power, 500mW preferable; 2) no larger than
3" x 2" x 1 =BD"; 3) simulates actuation tones when turned on; and, 4)
one crystal installed to SSA's specifications. The contractor shall
conduct a one-day (8 hour) familiarization training session at SSA's
Headquarters in Baltimore, Maryland for one user per package.
Acceptance of packages will be concurrent with training. This is an
all-or-none acquisition. Price shall be quoted per package on a FOB
Destination basis to Baltimore, Maryland. All quotes will have an
acceptance period in which the quoter agrees to hold the price of its
quote firm for 30 calendar days from the date specified for receipt of
quotes. There will be a zero percent permissible variation in
quantity. Time of Delivery: 45 days after receipt of order. The
following provisions at FAR 52.212-1, Instruction to Offerors --
Commercial, (tailored) apply to this acquisition: (b)(1)-(b)(9),
(b)(11), (c), and (g). There are no addendums to these provisions. The
provisions at FAR Part 52.212-2, Evaluation -- Commercial Items apply
to this acquisition. The Government will award a contract resulting
from this request for quotation to the responsible quoter whose quote
conforming to the quotation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate quotes in descending order of importance:
lowest price and technical acceptance. A written notice of award or
acceptance of a quote, mailed or otherwise furnished to the successful
quoter within the time for acceptance specified in the quote, shall
result in a binding contract without further action by either party.
Before the quoter's specified expiration time, the Government may
accept a quote (or part of a quote) whether or not there are
negotiations after its receipt, unless a written notice of withdrawal
is received before award. Quoters are advised to include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items, with their quote. The provision at
FAR Part 52.212-4, Contract Terms and Condition -- Commercial Items
apply to this acquisition. There are no addendums to these provisions.
The following provisions at FAR Part 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items (tailored) apply to this acquisition: (a)(1), (a)(2),
and (b)(6) through (b)(11). All responsible sources may submit a
