of Export Administration (BXA) has created the Nonproliferation and
Export Control Cooperation (NEC) Program to marshal BXA's resources and
expertise to contribute to U.S. export control cooperation programs
with the new independent states of the former Soviet Union, the Baltic
States, and some countries in Central Europe. The NEC team is
responsible for developing comprehensive program plans for each
country, in consultation with their foreign counterparts. The NEC team
has a requirement for a contractor to provide planning, facilitation
and consulting support services to assist in the development and
formalization of the NEC team's organizational structure and operating
procedures, and integration of its resource needs assessment into the
traditional planning, budgeting and measurement systems. The objective
of this project is to develop an internal operating manual that will
include specified descriptive information. The manual shall be
accomplished thru thefollowing specified tasks: 1) Information
collection and compilation; 2) Operations manual design; 3) Operations
manual development; 4) Operations manual refinement and revision; 5)
Operations manual roll-out and implementation planning; 6)Operations
manual monitoring, testing and revision. The contractor will also be
responsible for developing a customer based performance evaluation
system for FY 1998. Special objectives include: Designing and
implementing processes for 360 degrees self assessment of each team
performance for BXA team-based organizations; Designing, conducting,
analyzing and presenting customer satisfaction surveys for BXA
team-based organizations. The performance assessments shall be
accomplished thru the following specified tasks: 1) Survey design; 2)
Information collection and compilation; 3) Analysis and interpretation;
4) Reporting and presentation; 5) Follow-up advice and consultation.
Period of Performance: Date of Award thru December 31, 1998. This will
be a "Best Value" "Firm FixedPrice" Award with technical expertise and
experience more important than price. Applicants must meet the
following selection/evaluation criteria: 1) Familiarity with U.S.
Government and Department of Commerce administrative and operating
policies and procedures, including strategic planning, budgeting,
management and organization principles and practices; 2) Familiarity
and experience with team-based planning, decision-making and
organization; 3) Experience at analyzing and consolidating raw
information to produce written materials that are thorough, accurate,
clear, concise and understandable; 4) Knowledge of Federal Government
performance appraisal systems and processes and their uses and
requirements; 5) Demonstrated ability of contractor personnel to design
and conduct customer service surveys. Qualified applicants are invited
