32211 is contemplated for the purchase of six (6) SATURN Mm INMARSAT-M
satellite communication systems. This is a combination
synopsis/solicitation under the auspices of FAR Part 12 for the
purchase of Commercial-Over-The-Counter Items. SOL N66001-98-R-5029 is
being issued as a Request for Proposal (RFP) with a due date of 19 May
1998. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with the additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The Department
of the Navy, Space and Naval Warfare Systems Center, San Diego, CA
intends to solicit and negotiate a sole-source procurement with MACKAY
COMMUNICATIONS, Jacksonville, FL based on issues of compatibility and
integrated logistics support requirements. DESCRIPTION: Contract Line
Item Number 0001 consisting of Six (6) each, SATURN Mm, INMARSAT-M,
Satellite Communication System. System shall include the following
installed and integrated features: Emission (EMCON) Switch, a SRR-92L
and a Directional Coupler. The complete list of required specifications
and features is available upon request. DELIVERY SCHEDULE: Deliver FOB
Destination within 30 days after the contract award date to the
following address: RECEIVING OFFICER, SPAWARSYSCEN, 53560 HULL STREET,
SAN DIEGO, CA, 92152-5410, Mark For: Code D621/LAUREN LEE, Contract
N66001-98-C-5029. The receiving office is open for deliverables Monday
through Thursday from 7:30 am to 4:30 pm. SOLICITATION PROVISIONS
APPLICABLE: The provisions and clauses are those in effect through
Federal Acquisition Circular 97-4 of 12 March 1998. Incorporated by

Notification of Transportation of Supplies by Sea. The following clause
also applies: H-51. YEAR 2000 WARRANTY -- COMMERCIAL SUPPLY ITEMS. The
contractor warrants that each hardware, software, and firmware product
delivered under this contract shall be able to accurately process date
data (including, but not limited to, calculating, comparing, and
sequencing) from, into, and between the twentieth and twenty-first
centuries, and the years 1999 and 2000 and leap year calculations to
the extent that other information technology, used in combination with
the information technology being acquired, properly exchanges
date/time data with it. If the contract requires that specific listed
products must perform as a system in accordance with the foregoing
warranty, then that warranty shall apply to those listed products as a
system. The duration of this warranty and the remedies available to
the Government for breach of this warranty shall be as defined in, and
subject to, the terms and limitations of the contractor's standard
commercial warranty or warranties contained in this contract, provided
that notwithstanding any provision to the contrary in such commercial
warranty or warranties, the remedies available to the Government under
this warranty shall include repair or replacement of any listed product
whose non-compliance isdiscovered and made known to the contractor in
writing within ninety (90) days after acceptance. Nothing in this
warranty shall be construed to limit any rights or remedies the
Government may otherwise have under this contract with respect to
defects other than Year 2000 performance. Offer is due to the BID
