issue a Request for Quote (RFQ) for Research and Development of a
Plasma Diagnostic Probe. NASA Dryden is participating with Boeing Seal
Beach in the investigation of the effects of induced plasma on
aerodynamic characteristics. This is part of a feasibility study to
determine whether or not to propose a flight test demonstration of a
plasma generator on a NASA Dryden F-15B. This investigation has
consisted of (1) theoretical studies of plasma flow fields created by
plasma generator designs, (2) design and fabrication of plasma
generator systems, and (3) wind tunnel testing of an instrumented
1/3-scale model of an F-15 nose cone. In anticipation of potential
future wind tunnel and flight tests, it is highly desirable to develop
some type of airborne qualified analysis tool for determining the
electron densities and electron temperatures generated by the installed
plasma generators on the wind tunnel model or flight test vehicle. This
Phase I study will be the first step in this instrumentation
development process of a probe design which could eventually be
integrated into an airborne qualified device. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. The SIC Code and Size Standard are 8731 and 1000
employees. The DPAS Rating for this procurment is DO C9. The release
date of RFQ E-03007(MXS)is on 4/30/1998. Quote due date is 18 May 1998,
4:00PM PST. All qualified responsible sources may submit a quote which
shall be considered by the agency. Award will be based on BEST VALUE
to the Government, technical, cost, and past performance considered.
The Quoters technical proposal shall provide adequate information to
demonstrate their understanding of the requirement. Quoters shall
submit the names and current phone numbers of three references. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World
Wide Web (WWW) server, which may be accessed using a WWW browser
