The Contractor shall provide services for the preparation for adoption
of 25 wild horses. This includes: receiving, handling, gentling,
veterinary care, training to be led with lead rope and harness,
trimming of hooves, grooming, regional advertising, and management of
a live-auction, for the adoption of 25 wild horses. This is a pilot
project, only one of the three regions listed below will be awarded as
a result of this solicitation. The regions are Northern Virginia
Region (defined as the counties of Arlington, Clarke, Culpeper,
Fairfax, Faquier, Frederick, Louden, Prince William, Rappahannock,
Shenandoah, and Warren). Southeastern Pennsylvania Region (defined as
the counties of Adams, Berks, Bucks, Chester, Cumberland, Deleware,
Lancaster, Lebanon, Lehigh, Montgomery, Northhampton, Philidelphia, and
York). Southern California Region (defined as the counties of Kern, Los
Angeles, Orange, Riverside, Santa Barbara, San Bernadino, San Diego,
San Luis Obispo, and Ventura). The wild horses, geldings andmares
ranging in age from two to nine years, will be delivered to the
contractor's facility from the Bureau of Land Management's (BLM)
Palomino Valley, Nevada, Wild Horse Facility. BLM will provide safe,
single deck transport, and be responsible for their feed, water, rest
and health inroute, and provide all interstate livestock permits. The
rationale for targeting the three regions listed above is based on
market research which shows that the population of horses and equine
veterinarians, and expenditures by the horse industry are favorable.
None of the Regions have a history of frequent Bureau of Land
Management wild horse adoptions. The contractor must have safe, secure
and clean stalls, paddocks, round pen, receiving and loading
facilities for handling the horses, and the ability to gentle and train
the horses to be easily led by lead rope and harness in 30 days. The
contractor must have a history of handling wild horses, an experienced
equine veterinarian, and professional horse trainers, who use
non-violent resistance-free methods for gentling and training horses.
The facility must have a sanitary water supply and clean, nutritious
feed. The contractor must design and propose an effective
advertising/marketing strategy which includes regional and local
newspapers, equine publications and other media emphasizing the value
and importance of adopting wild free-roaming horses. The contractor
must supply an auctioneer experienced in live horse auctions and access
to a secure facility to conduct a live public auction. The auction will
take place on a single Saturday afternoon, to be scheduled after award.
The administration and paperwork for the actual adoption including,
supplying a list of qualified adopters, and handling payments will be
supplied by the Bureau of Land Management. The horses shall be given
health examinations by an equine veterinarian upon arrival and given
any medical treatment, health care or vaccinations indicated by their
condition and health records. Horses arriving at contractor's facility
sick or injured or who become sick or injured will be cared for by the
contractor's veterinarian and BLM will reimburse the contractor actual
costs. Approval of these costs shall be granted by the Contracting
Officer prior to incurring cost. The horses also will be examined by an
equine veterinarian on the day preceding the adoption by auction and
their health records updated. No sick or injured horses will be
adopted. Prior to contract award, the contractor's facilities will be
inspected and staff interviewed by the Bureau of Land Management. Upon
successful completion of the pilot project, the Bureau of Land
Management may solicit and award additional contracts for similar
preparation of up to an additional 2,500 horses. The Bureau of Land
Management policies and guidelines for the handling and training of
wild horses will be supplied on request. This is a combined
Synopsis/Solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is issued as a
request for quotation (RFQ), number 1422D910Q980032. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-04. This solicitation is
set-aside for small business under standard industrial classification
code 8999. The Small Business Annual Receipts for the firm and its
Affiliates, for the preceding three (3) fiscal years does not exceed
$5.0 million. The contract line number is: Item 1, Furnish facilities,
necessary feed and labor to maintain and care for horses, 25 Each;
Item 2, Training Costs, 25 Each; Item 3, Veterinarian services/medical
costs, 25 Each; Item 4, Furnish services to care for sick or injured
horses, As required, will be paid at actual costs, prior approval by
Contracting Officer is required; Item 5, Furnish services to take of
deceased horses, As required, will be paid at actual costs prior,
approval by Contracting Officer is required; Item 6, Marketing Costs,
1 Job; Item 7, Auction/ Adoption Facility Costs, 1 Job. The provision
at 52.212-1, Instructions to Offerors-Commercial is applicable. The
provision at 52,212-2, Evaluation-Commercial Items is applicable, and
the following shall be included in paragraph (a) of this provision.
Quotes will be evaluated on technical capability, past performance, and
price listed in descending order of importance. Technical Capability
will include: (1) Depth of Experience in Training and Handling Horses;
(2) Provision of medical and health exams and treatments, including
having a practicing staff equine Veterinarian; (3) Quality of Overall
Approach, including the composition of the Team and Handling Methods;
(4) Quality of Facilities, including clean and safe individual stalls,
paddocks, round pen, water and feed. Past performance will be based on
the Contracting Officer's knowledge, contacting providedreferences, and
other reasonable sources. Please address the following specific cost
items with your quote: (1) Daily board for 25 wild horses for 30 days,
including feed and water in individual stalls with access to a secure
pen or paddock; (2) Gentling and training costs: Preparing 25 wild
horses in 30 days to be led by rope and halter using the most gentle
method (gentling or joining-up in a round pen); (3) Veterinarian costs
for 25 wild horses for 30 days, including arrival and pre-adoption
exams, medications and vaccinations; (4) Trimming hooves and grooming
of 25 wild horses; (5) Advertising and marketing costs (for 30 days
prior to auction); (6) Transportation cost from contractor's facility
to auction site; (7) Facility cost for public auction; (8) Auctioneer
cost; (9) Insurance Cost; (10) Management cost. Offerors shall include
a completed copy of the provisions at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause 52.212-4, Contract Terms and Conditions-Commercial Items, is
applicable. The clause 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders-Commercial Items, is
applicable, and the following additional FAR clauses cited in the
clause are applicable: 52.219-14, 52.222-26, 52.222-35, 52.222-36,
52.222-41, 52.222-42, 52.246-04. Offers are due at the above office by
