NASA/LeRC plans to purchase from Inframetrics one (1) Inframetrics Model #SC1000 Infrared Thermal Camera, one (1) Inframetrics Model #08842-000 Infrared Lens, one (1) Inframetrics Model #08486-204 Infrared Image Processing System (including hardware interface and software control, and one (1) Inframetrics Model #07616-200 Data Display System (with image processing system installed). The camera and its supplementary equipment will be used in NASA's Constrained Bubble Vapor Experiment. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Based on the scheduled launch date and limited Government resources, the Government is unable to develop a test program to determine whether other cameras can meet the Government's requirements. Furthermore, NASA's Constrained Bubble Vapor Experiment has been designed taking into consideration the physical and performance characteristics of this particular camera. The camera is space flight qualified (capable of withstanding a random vibration of 6.5 g RMS), and has an established record of good performance in actual space applications such as NASA's DartFire Experiment. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). This procurement is a Total Small Business Set-Aside. The Government intends to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice.
