a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number 98-Q-39
is issued as a Request for Quotation (RFQ). The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-03. The SIC code is 3482 Small Arms
Ammunition, and the small business size standard is 1,000. The U.S.
Secret Service has a requirement for a quantity of .357 SIG, 125 grain,
Gold Dot hollow point bullet with bonded jacket and nickel case,
ammunition totaling a minimum 150,000 bullets with the following
technical specifications: Caliber: .357SIG; Bullet Weight: 125 grains;
Bullet Style: Gold Dot hollow point (GDHP); Velocity: 1,350 feet per
second (f/s) +/- 50 feet per second (f/s) (SAAMI test barrel); Special
Features: Bonded jacket, with Ini-Cor design to minimize core and
jacket separation; bullet must expand to at least .60 diameter when
fired into 20% gelatin at a velocity of 1,300 f/s. Nickel case to
improve extraction of fired case from the chamber. The Contractor shall
deliver the complete quantity; FOB Destination, US Secret Service,
James J. Rawley Training Center, 9200 Powder Mill Road, R-2, Laurel,
Maryland 20708 Attn: M. Belasco. Delivery within five (5) business days
of receipt of award. The Government intends to award a firm fixed price
contract, to the offeror whose quotation conforming to the
specification will be the most price advantageous to the Government.
All responsible small business sources may submit a bid, proposal or
quotation which will be considered by the USSS. Please note price
quotes by fax transmission will not be accepted. All responsible
offerors shall mail quotes to the U.S. Secret Service, Procurement
Division, 1310L Street, Suite 730, Washington, DC 20223, Attn: Kathleen
Wilson; no later than the 12:00 P.M. (noon) Monday, May 11, 1998. The
Government may require all vendors to submit product samples for
Government testing to verify performance specifications. All proposals
should include documentation showing how their product meets the
technical requirements. Award is anticipated within thirty (30) days of
