(Site Code DACA87) The Government is seeking potential sources for
privatization of the natural gas distribution system at Fort Campbell,
Kentucky. Fort Campbell is located in north-cental Tennessee and
south-western Kentucky between Clarksville, TN (5 miles south) and
Hopkinsville, KY (15 miles north). Fort Campbell has roughly 2000
administrative buildings and 4,100 sets of family quarters, with an
estimated daytime population of roughly 40,000. Fort Campbell currently
purchases natural gas from the city of Clarksville. The on-post
distribution system consists of approximately 358,160 linear feet of
piping varying in size from 18" to less than 2", serving 1,274
buildings. Privatization is a process by which the Government sells its
resources to a private entity and contracts with that entity for
service. The Fort Campbell effort is anticipated to involve purchase,
ownership, maintenance and operation of the natural gas distribution
system as a commercial natural gas system, with the exception that gas
can be sold to Fort Campbell directly from the city of Clarksville.
And/or 2nd Bid Item (10 year contract, renewable): Provide natural gas
from well-head via nation-wide transmission line via Clarksville, TN.
Transmission lines approx 12 miles to Ft. Campbell city valve. Fees to
include -- gas cost nation-wide transmission cost/fees and Clarksville
transmission cost to Ft. Campbell, KY. Respondents should provide
documentation that they can provide this service for both states along
with any evidence of licenses or franchise agreements by 14 May 1998.
