National Library of Medicine (N.L.M.) intends to contract with Sanad
Support Technologies, Rockville, MD on a sole-source basis for a
ten-month extension of Contract N01-LM-5-3529. This contract is for the
preparation of library materials for binding as a means of
preservation. The purpose of this extension is to provide continuity of
services for preparation of materials for binding while the N.M.
implements its new integrated library system (ILS). This binding
preparation project requires the contractor to retrieve volumes from
the collection which require binding, collate the volumes and prepare
instructions for the commercial binder, check in and perform quality
control on the commercial binding, attach bar codes, and update N.M.
files which indicate the binding status of volumes. The actual binding
task is performed by a separate, commercial binder. Approximately
22,500 volumes of serial and monographs will be prepared for binding
during the period of this extension. The work under this contract is
performed onsite at the National Library of Medicine. In October 1998
N.L.M. will be implementing its new Integrated Library System (ILS)
which will require major changes in the processing and preparation of
materials for binding. The binding module of the new ILS is currently
under development and will not be available until January 1999. A
totally revised statement of work will be required for the
recompetition in 1999 for the binding preparation requirement under the
new Integrated Library System. The details of the procedures and
processes required under the new ILS system are unknown at this time.
The notice of intent is not a Request for Proposal (RFP), nor is an RFP
available. Substantial duplication of costs and unacceptable delays in
completing this project make competition for this extension
unfeasible. Based on the Authority cited in 41 U.S.C. 253(c)(1), as set
forth in FAR 6.302-1, award to Sanad Support Technology for this
contract modification without full and open competition is planned. See
