(703) 810-4796 The Government intends to negotiate with Northrop
Grumman Corp. on a sole source basis (FAR 6.302-1) for Open Skies
Management and Planning System (OSMAPS) support services to include
software and database maintenance, treaty analysis support, on-site
system technical support, system training and documentation support,
and optional requirements for Data Preparation Facility support and
Data Annotation, Recording and Planning System (DARMS) training support
services. The OSMAPS is a unique system which provides the United
States Government with mission management and mission planning services
under the auspices of the Treaty on Open Skies. The OSMAPS is a custom
designed system of which the Government does not possess adequate
technical data (source code and supporting documentation) to solicit
this requirement on other than a sole source basis. The resultant
contract shall be awarded on a cost-reimbursement basis for a base
period not to exceed 12 months plus four one year options. See Note 22.
