for Offer (RFO) for an OTV-S Digital Video Routing Switcher. The
Government intends to acquire a commercial item using NASA FAR
Supplement Part 1871, Midrange Procedures. The SIC Code and Size
Standard are _3679_and _500_, respectively. The DPAS Rating for this
procurement is DO-A7. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-04. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about May
22, 1998. An ombudsman has been appointed -- See Internet Note "B".
The solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site and/or the CBD for the

VIDEO ROUTNG SWITCHER This acquisition is for one (1) digital video
vertical interval switching system capable of providing X-Y
non-blocking routing of any 384 video inputs to any and all 640 video
outputs. The switching system shall provide a single level 96 input by
96 output analog audio matrix. Module frames and wiring shall be
provided for video matrix expansion to 384 inputs by 768 outputs and
audio matrix expansion to two full levels of 128 inputs by 128 outputs.
No single point failure of thesystem shall result in the loss of more
than 64 video input or 64 video output paths. The video input and
output formats shall be Society of Motion Picture & Television
Engineers (SMPTE) Standard 259M (C&D). A switch control system shall be
provided. The switcher video and audio output control panels shall be
configurable as single output control panels, dual output panels, five
output control panels and full function X-Y control panels. The X-Y
control panel shall support full in and out configuration control of
the switching matrix. The control system shall provide four full
function X-Y panels. All control panels shall be operational for
distances up to 1000 feet away from the switching system. Control bus
design shall allow independent user panel operation where no single
failure point will affect more than 64 outputs. The switching system
shall provide an industry standard external interface that will allow
full switcher control and status functionality via a Government Control
System. The external interface should be Ethernet 100 base-T. The
switching system should include the ability to accomplish sequencing,
salvos, evoke system diagnostics, and display and store switcher status
data. Factory acceptance test(s) shall be at the Contractor facility
and a final on-site acceptance test shall be at the Kennedy Space
Center, FL. The acceptance test procedure shall be submitted with the
