The National Institute for Occupational Safety and Health (NIOSH) in
Morgantown, WV has a requirement to acquire a CUSTOM PHOTOACOUSTIC
ACCESSORY designed and manufactured for the analysis of solids and
liquids using Photoacoustic Fourier Transform Infrared Spectroscopy
(PA-FTIR). Preliminary results using a commercially available
photoacoustic accessory with silica on a 9mm filter indicate that the
PA-FTIR method may be feasible for occupational sampling. The
Government requires a photoacoustic accessory that can accommodate 37
mm filters (and 25 mm and/or 47mm if possible) at full beam width.
(These filters are often non-uniformly loaded with the majority of the
material being in the center of the filter.) The unit must be able to
fit into the sample compartment of a Perkin Elmer Paragon 1000 FTIR or
attach to the left side as an external component. It must be able to
interface both electronically and optically with the Perkin Elmer
Paragon 1000 FTIR to produce PA- FTIR spectra. The unit must have a
desktop power supply, a cord set specific for country or operation,
signal cable specific for FTIR, sample cups, and Allen wrenches (or the
specified tools required for operation and maintenance). The unit also
requires a liquid crystal for imaging infrared radiation beam
position, carbon black standard, an operating manual, applications
literature including any unpublished data on operation and performance
of the custom attachment and a one year warranty. A storage case with
appropriate insulation so that all parts may be contained in it for
travel and storage must also be provided. Vendors capable of providing
such a custom photoacoustic accessory are invited to submit
appropriate documentation, literature, brochures and references to
Brenda L. Goodwin, Reference: RQ98-018, DHHS, PHS, CDC, NIOSH, ALOSH,

and demonstrate their capabilities within 15 days after posting of this
notice, the Government intends to negotiate on a sole source basis with
MTEC Photoacoustics, Inc., 543 Forrest Glenn Street, Ames, IA 50014.
