The Urban Watershed Management Branch (UWMB) of the Water Supply and Water Resources Division (WSWRD) of EPA's National Risk Management Research Laboratory (NRMRL), located in Edison, New Jersey, is soliciting quotations to conduct an evaluation of on-street and off-street storage as an effective means to control storm water runoff to the extent that the combined and intercepting sewers could be protected from surcharging and/or creating CSO conditions. The evaluation shall include public involvement processes, regulatory and funding aspects, capital costs, performance, procedures, and checklist for successful implementation of source control. The contractor shall base his findings on the contractors's ongoing case studies or those completed within the last year. The contractor shall present his findings in a technical report. The duration of this project is nine months from date of award, including six months technical performance and three months for preparation, review and revision of the final report. The proposed acquisition will be processed as a Request for Quotation (RFQ), using FAR Part 13 -- Simplified Acquisition procedures, which will result in a firm fixed price contract.
