A -- PUBLIC CHARTER SCHOOLS PROGRAM EVALUATION SOL RFP ED-98-R-0008 DUE 052998 POC Brenda Smiley (202) 708-7947 The U.S. Department of Education, for the Office of the Under Secretary (OUS), Planning and Evaluation Service (PES), has a requirement for "Public Charter Schools Program" (PCSP) Evaluation. This evaluation is needed in order to provide information to Congress, the PCSP, and other policy makers on the uses, successes, and problems associated with Federal start-up funding to charter schools. The evaluation will examine PCSP grantees (states and schools) and sub grantees (schools) as well as the Federal program overall, and will be based on the program's performance indicators. This evaluation of the PCSP shall span approximately four years, and be comprised by two phases. The first phase shall cover the four years of the evaluation, The second phase is optional and would commence in Year 2 of the evaluation. Funding of the option year is also dependent upon the performance of the contractor and the availability of funds.
