This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to solicitation as RFQ N00140-98-Q-2072. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation dated 24 June 1997. The Fleet and Industrial Supply Center, Detachment Philadelphia intends to acquire on a full and open competitive basis the following items: Breasting Barges. The contractor shall supply breasting barges,and related services,as a conduit for movement of equipment and personnel from the ship's loading dockedge elevator and International Terminal Operating (ITO) Pier 88N for the USS John F. Kennedy (CV 67) during the period of May 19 through 27 May 1998, Fleet Week '98. The contractor is requiredto provide a breasting barge or combination of barges to equate one section 80 feet wide by 400 feet long for breasting the ship from the pier. Barge shall have off the road tire fenders on outboard side covered with canvas. Freeboard shall be 10 feet in height. Outboard side of barge must be free and clear of any structures, stanchions,or protrusions. Barge must be structurally sound and covered by a pliable material which will not harm the ship. Chains shall be rigged so that Kennedy's hull will not sustain scratches. The contractor must deliver and secure the barge/barges to the assigned pier and remove upon completion of use. Contractor shall provide all material and labor necessary to deliver and position in preparation for the start date. In addition, the contractor is responsible for deballasting and removing the barge/barges after completion of use. The barge/barges are to be placed at the ITO Manhattan Pier 88N on 19 May 1998, the day prior to the ship's current arrival date, and removed immediatelyafter the ship's departure on 27 May 1998 (currently 0900 am local). Barge Specifications/Requirements:1 EA 300 X 80,1 EA 100 X 80, cleats,bits, or padeyes are acceptable,but shall be no higher than 10 inches. The barge/barges must have a solid flat deck, which is free of trip hazards to allow onload of stores and materials. Deck must be clean and free of any foreign substance such as dirt, sand, oil, etc. FAR 52.212-1 is applicable. Note: offeror's attention is specifically directed to paragraph (b) (11) of this clause. A statement complying with this paragraph must be included in the quotation. FAR 52.212-4 is applicable. FAR 52.212-5 is applicable, along with the following additional FAR clauses cited in the clause:52.203-6, 52.203-10, 52.219-8, 52.222-35, 52.222-36 and 52.222-37. DFARS 252.212-7001 is applicable, along with the following additional DFARS clause cited: 252.225-7012, and 252.225-7036. The numbered Note 26 applies. All responsible sources are encourage to submit a quotation in response to the solicitation which will be considered by the Fleet and Industrial Supply Center by no later than 05/04/98 at 4:00 pm local Philadelphia time.
