Parker, Contract Specialist, HAM-40G, (202)366-6014 The Federal Highway Administration (FHWA) plans to negotiate with the American Recreation Coalition (ARC) to develop and present (4) four regional Scenic Byways Workshops in various states during 1998. This national technology workshop/symposium on Innovative Scenic Byway Design and Operations will be designed for state and local officials, byway groups and related organizations. The symposium must reflect the objectives of the National Scenic Byways Program. The ARC is uniquely qualified to perform this work because they have a thorough knowledge of both public and private scenic byway programs, have extensive experience in organizing scenic byways conferences and workshops and maintain a national database of both public and private sector interests. Because of their role in the creation of the Scenic Byways Coalition and their considerable knowledge about FHWA's program policy and activities no other source is considered reasonably available to provide this work.
