CITY, VA ASNE Day '99 "Naval Engineering: New Challenges for a New
Millenium" There is an ongoing transformation in the naval engineering
community. Government and corporate organizations have restructured,
downsized and relocated. The traditional relationships between these
organizations are changing with the advent of Integrated Product Teams,
Full Service Contractors and other aspects of Acquisition Reform.
Changing design requirements will drive new technical solutions. For
example: 7 The evolving shift from platform-centric warfare to
network-centric warfare creates a requirement for surface, undersea,
and air and space platforms to function with full inter-operability as
interchangeable nodes in a theater- wide network. 7 The requirement
for new designs to remain forward deployed for long periods. 7 A new
emphasis on reducing cost of ownership, leading to a call for reduced
manning levels. 7 The requirement to operate in the littoral
environment and as part of a joint force 7 The shift to greater use of
performance requirements in acquisition programs instead of design
specifications. 7 Increased reliance on field activities and vendor
teams for ship design and engineering. Original unclassified papers are
requested on all naval engineering related subjects, particularly those
that address this changing environment and responses to it. Papers are
also desired that discuss lessons learned from previous periods of
technological and organizational revolution. Submit a one to two page
proposal by e-mail (preferred), mail or fax prior to July 31, 1998. The
proposal should include: Proposed Title Author(s)' name(s) and
organization(s) For Primary Point of Contact, mailing address, phone
number, fax number and e-mail address Text providing sufficient detail
for the technical papers committee to perform a review. The text
should include a problem statement or introduction, an outline of the
key points to be made in the paper, and conclusions or recommendations.
Authors will be advised about September 1, 1998 if a draft paper should
be submitted. Draft papers are due October 30, 1998. Direct proposal
