Number BMDO 98-07 The Ballistic Missile Defense Organization (BMDO),
requires Data Certification and Technology Transfer (DCATT) Principal
Investigator Team Support for the Midcourse Space Experiment (MSX)
program. The technical efforts to be performed under this proposed
contract include: 1) acting as Deputy for DCATT PI team; 2) leading the
DCATT effort on the MSX pointing performance assessment team; 3)
leading the DCATT effort on the Ultraviolet and Visible Imagers and
Spectrographic Imagers (UVISI) performance assessment team; and 4)
participating in the SPIRIT III (infrared sensor) data certification
effort. BMDO plans to award a sole source cost-reimbursable contract to
the University of Alabama in Huntsville (UAH) Research Administration,
Research Institute, Room E-39 Huntsville, AL 35899. BMDO believes UAH
is the only source possessing the existing R&D expertise to meet
programmatic and technical schedules within the constrained BMDO
budget. UAH has been performing this MSX DCATT effort since 1996 (just
prior to the MSX launch) under a grant issued by NASA. UAH has
developed a unique approach to certify optical sensor performance
characterization and co-alignment : certifying the relative and
absolute pointing of eleven optical sensors and the spacecraft optical
bench, to determine precisely where in space the sensors are pointing
during a given data collection event. This precise pointing knowledge
is critical to the MSX analysis effort. Any other firm desiring
consideration must fully identify its capability to perform this
requirement in writing not later than 15 May 1998. Capability
