This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Avtec System, Fairfax, Va, as they previously designed, installed and integrated a previous system, to which this one is a back-up. Based on previous experience and knowledge, GSFC feels that Avtec is uniquely qualified to supply this system. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source.
