synopsis/solicitation N00421-98-R-1186 for INMARSAT-B Terminals. The
purpose of this amendment is to provide clarification, answer questions
from potential offerors and extend the due date from 29 April 1998 to
30 April 1998. The following are the questions and answers pertaining
to this procurement: QUESTION #1: The salient characteristic (2) VOICE
SERVICE contains the technical specification for "Broadcast Audio:
15khz" which is only available through the use of an external accessory
item. Does the Government require this accessory device? ANSWER # 1:
This capability is not required as part of this procurement. QUESTION
#2: The salient characteristic (4) EXTERNAL INTERFACES contains the
technical specification for "Facsimile: CCITT Group III at 9.6kbps
option for Group IV". Does the Government require a Group IV facsimile
interface? ANSWER #2: This capability is not required as part of this
procurement. QUESTION#3: The salient characteristic (4) EXTERNAL
INTERFACES contains the technical specification "HSD Port: RS422/449,
V.35". Are both RS-449 and V.35 interfaces required? ANSWER #3: Both
types of interfaces are required. QUESTION #4: Will the Government
allow the handset and terminal control unit to be co-located or
deployable remotely? ANSWER# 4: No, the terminal control functions must
be integrated within the handset. QUESTION# 5: The salient
characteristic (5) PHYSICAL -- Composition contains weight and size
specifications. Will the Government relax the physical measurements and
form factors? ANSWER#5: Deviations from these parameters cannot be
considered. QUESTION#6: The salient characteristic PHYSICAL --
Composition contains the specification "Antenna (deployed): 30.5" x
30.5"". Will the Government relax this specification? ANSWER# 6: No.
QUESTION #7: The salient characteristic POWER REQUIREMENTS contains a
specification for "Optional Input Voltage: 10 to 32 Vdc. Is this an
option or a requirement? ANSWER #7: The terminals should be capable of
operating using either AC or DC power within the voltage levels
specified. The following are the clarifications to this solicitation:
CLARIFICATION #1: The technical specification/ salient characteristic
which reads (2) VOICE SERVICE "2 Channels minimum; "is clarified as
follows: (2) VOICE SERVICE "2 ports minimum: ". CLARIFICATION#2: The
technical specification/salient characteristic which reads (3) DATA
SERVICE "Channels: 3 minimum: Digital Data Rates: 64kbps, 16kbps,
9.6kbps: " is clarified as follows: (3) DATA SERVICE "Ports:3 minimum:
3 separate data ports for Digital Data Rates of 64 kbps, 16kbps,
9.6kbps respectively, non-simultaneous operation; ". As stated in the
original solicitation, this acquisition is unrestricted and is not set
aside for Small Business. An award shall be made to that responsible
offeror submitting a technically acceptable proposal and offering the
lowest evaluated price. The due date is 30 April 1998 4:00 pm EST. All
other terms and conditions of this solicitation remain unchanged.
