SEARCH WHEREBY THE GOVERNMENT IS SEEKING WRITTEN INFORMATION ONLY. The
U.S. Environmental Protection Agency's (US EPA) Office of Water (OW),
Office of Science and Technology (OST), Engineering and Analysis
Division (EAD), Economic and Statistical Analysis Branch (ESAB), is
performing a market search for a contractor to provide economic,
regulatory, analytical, and evaluation support needed to meet the
Agency's requirements under the Clean Water Act, executive orders, and,
as appropriate, other environmental statutes. The contractor will
provide technical and analytical support for the following general
program areas: industrial effluent limitations guidelines and
standards; water quality standards, contaminated sediment, and
biological criteria and standards; multimedia analysis; pollution
prevention; economic and market incentives; treatment and disposition;
water permits and pretreatment standards analysis; other OW projects;
Administrator's priorities; economic methodologies; training; risk
analysis; small business analysis, and peer review. The successful
contractor will be expected to provide technical support services to
aid the Agency in the following task areas: (1) Industry Profiles, (2)
Economic and Regulatory Analysis, (3) Cost Analysis, (4) Benefits
Analysis, (5) Cost-Benefit Analysis, (6) Economic Analyses, (7)
Methodology Development, (8) Regulatory Flexibility/SBREFA Analysis,
(9) Financial Analysis of Industry, (10) State and Local Governments,
(11) Information Collection, (12) Risk Assessments, (12)
Technical/Economic Review, (13) Multi-Media Programs, (14) Review and
Analysis of Public Comments, (15) Quick Turnaround, (16)
Collection/Preparation of Reports, (17) Databases, (18) Expert/ Peer
Review Support. The applicable SIC Code is 8742 with a size standard of
$5 million in average annual receipts over the preceding three years.
The proposed contract will be a cost plus fixed fee type with a base
period of one year and four one year option periods. The government
anticipates a total maximum potential level of effort of 150,000 direct
labor hours over the five years. ANY INTERESTED FIRM SHOULD SUBMIT A
CAPABILITY STATEMENT WHICH DEMONSTRATES THE FIRM'S ABILITY TO SUPPORT
THIS EFFORT. FIRMS SHALL INDICATE THEIR SIZE STATUS FOR THE ABOVE
REFERENCED SIC CODE (LARGE, SMALL, SMALL DISADVANTAGED). THE DEADLINE
FOR SUBMISSION OF THE CAPABILITY STATEMENT IS 5/22/98. THIS DOCUMENT
