Research Laboratory Propulsion Directorate (AFRL/PR), Edwards AFB, CA,
hereby provides notice of intent to acquire scientific and engineering
research and development in theoretical and experimental rocket and
missile propulsion in the physical and engineering disciplines that
support space and missile rocket propulsion technologies that are of
interest to the Air Force. The Research in Propulsion Sciences effort
will provide on-site research and will include investigation of High
Energy Density Matter (HEDM), Chemical/Physical Science and Engineering
Disciplines, and Aerophysic interactions. Typical research areas
include gas flow physics; plasma physics; electric propulsion,
diagnostic and mechanistic investigations of injector and combustion
processes; and advanced propulsion material synthesis,
characterization, and development. Enhancements to understanding
existing and next generation material fracture mechanic behavior as
they apply to Propulsion Directorate goals (including Integrated High
Payoff Rocket Propulsion Technology) are also pursued. The standard
industrial classification (SIC) for this effort will be 8731 with 1,000
employees. This acquisition will be a recompete of the current contract
and it is anticipated that a single cost- plus-fixed-fee contract will
be awarded. The period of performance will consist of a five year
effort. Contract award is estimated to take place July 1998. This
acquisition has been selected as a candidate to test the proposed new
source selection policy and procedures (AFFARS 5315.600, Source
Selection Policy and the Air Force Median Source Selection Procedures).

will be used to obtain the best value for the Government for this
acquisition. In using the best value approach, the government will
award to an Offeror who gives the greatest confidence that they will
best satisfy our requirements in an affordable manner. An electronic

this acquisition was published 11 Mar 98. This acquisition, in
accordance with FAR 19.502-2 will be set aside for small business. An
RFP release date of 13 May 1998 is anticipated. No hard copies of the
solicitation will be made available. This acquisition involves data
that are subject to export control laws and regulations. A foreign
disclosure review of the technical data has been accomplished and only
contractors who are registered and certified with the Defense
Logistics Services Center (DLSC) shall be provided copies of the
solicitation or other data subject to foreign disclosure restrictions.

information on the certification process. AnOmbudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
